GEF Small Grants Programme (Planning Grant)

1. The United Nations Development Programme (UNDP) is proposing to consider the financing of a project proposed by the "Association Des 1I0is d'Agalega (AlA)" under the Global Environment Facility Small Grants Programme (GEF/SGP). AlA is a registered NGO at the Registrar of Associations of Mauritius and can benefit from the GEF/SGP scheme.

2. A Planning Grant has been allocated to the AlA, C/o the Outer Islands Development Corporation (OIDC) in order to undertake a feasibility study on a project on "Solar Refrigerators for Indigenous Community of Agalega Island" which will consists of the following:
· Assess whether it will be feasible and cost effective to assemble solar refrigerators in Mauritius for the Island of agalega.
· Whether the proposed project will appropriately integrate environmental and sustainable livelihood concerns, i.e. assessing the local need for the "Solar Refrigerators".

community participation as an integral part of its design and whether affected community members (NGOs, CBOs, and village people) participate in the project development and implementation.
· Whether the CBO has the financial/administrative project management.
· Whether the project incorporates the involvement of other key institutions.
· Whether the project is feasible in terms of project management, sustainability, and replicability.
· Prepare the project proposal report in line with the GEF/SGP Project Proposal format for screening by the National Coordinator (Mrs. Pamela Bapoo Dundoo) and final submission to the National Steering Committee.

3. The maximum fund that can be allocated for the project under the UNDP GEF/SGP scheme is USD 50,000. Initially, the planning grant, (USD 1,000 (MRu 24,253» allocated to the AlA, will partly be used to remunerate a consultant, Mr.



K. Ramlagan who is working under the supervision of Mr. Revin Panray Beeharry, Senior Lecturer, Faculty of Engineering, University of Mauritius. The consultant is performing the above mentioned tasks and in that context he will also have a 4 days mission to Agalega that will help assess:
· The need of a refrigerator for the people of Agalega.
· The interest of the indigenous people of Agalega to have the refrigerator.
· The participation of the Community.

4. In line with the above it is imperative that representatives from the UNDP and the consultant, will have to go to Agalega Island.
