Urla Local Agenda 21 became the first model of Local Agenda 21's in Turkey and has been extremely successful in disseminating information on project methodology and results at the country level.

With the project Urla State of the Environment Report was prepared and the Urla Environmental Action Declaration was issued by the Municipal Council, which were followed by Urla Environmental Policy Document and Action Plan. The issues addressed by the process were: institutional arrangements including the decentralisation of environmental decision-making, strengthening local administrations through legal, financial, and technical instruments and technical issues including management of natural resources (coastal management, water, land, forest, biodiversity), historical and cultural environment, economiy and environment (industry, tourism, agriculture) and prevention and control of pollution.

The project triggerred the UNDP project of Promotion and Development of Local Agenda 21s in Turkey with a budget of 1,6 million USD (of which 900 K was government contribution) to replicate the LA21's in 9 more cities in Turkey. As of now, in Turkey there are 64 LA21's in place.
