Community Consultations and Case Studies on Coastal Management

A series of consultations to identify community needs and mobilise communities to accept responsibility for the management of coastal resources. The consultations will be held with a number of communities on the west coast including Beasejour; Brizan; Concord; Marigot; Grand Roy; Gouyave; Maran; Victoria; Douglaston and Coast Guard. The overall goal of the project is to have the communities identify their needs and accept responsibility through training and education for the management of the coastal resources.

It is envisaged that through the training and education that will be provided, the capacity of community members to manage their coastal resources will be increased.

Emphasis on Sustainable Livelihoods

One of the objectives of the project is to develop alternative livelihoods for persons who are currently engaged in livelihood activities which threaten and despoil the environment.

Policy Influence

The government passed legislation on sand mining designating areas where sand cannot be mined and other areas were sand mining is permitted. Though the project was not the sole changing agent as they were others advocates and lobbyist pushing for this legislation the project accelerated the rate at which the legislation was passed.

The participation of the community members from the various communities is essential to the success of this project.

The project will seek to raise consciousness on the need for better management of the Environment and more positive environmental practices.

Project Results

FINAL REPORT (June, 1997)

The following issues and concerns emerged from the community consultations

(A) WASTE MANAGEMENT & GARBAGE DISPOSAL;
(B) LEGISLATION & LAW ENFORCEMENT;
(C) TOILET FACILITIES;
(D) SAND MINING;
(E) ENVIRONMENT EDUCATION;
(F) DEFORESTATION, VEGETATION & EROSION; and
(G) IMMIGRATION & CUSTOMS.

The major outcomes of the project are as follows:

- Greater involvement of community members in addressing the various environmental issues in there respective communities;

- Empowerment of community members;

- A growing sense of community pride; and

- Increased value of natural resources by community members

In Beausejour in particular there was a reduction in sand mining activities. The community demonstrated a strong sense of ownership of the beach and became more protective of this resource, refusing to tolerate the removal of sand or illegal dumping. Within one year sand began to accumulate building back the beach. In addition the project resulted in a number of spin off activities in this community (Beausejour). These activities are as follows:

- Community groups/ ?Watch dog? committees focused on the responsibility for the environment.

- A clean-up of Beausejour?s beach and near-shore waters

- A tree planting project in Beausejour to aid in stabilising the beach.

- A women?s group in Beausejour regarding the development of alternative income earning activities

- A survey of Pollution in the Gouyave River
