Pointe Sable National Park, St. Lucia: Establishment of Monitoring Programmes for the Use and Status of Natural Resources

The goal of this project is too establish a monitoring programme for the Point Sable National Park. The project objectives are as follows:

To establish a viable system for monitoring resources and their use in support of the management of the Pointe Sable National Park;

To build the local capacity to monitor selected resources within the Park; and

To test and document community-based and participatory approaches to monitoring suited to the conditions of Small Island Developing states (SIDS).

Project sustainability

Resources in the area are being managed well. Examples include the sea urchin harvest which was reopened in 2001, the thriving seabird populations that breed on the Maria Islands as documented by the Forestry Department, co management of the use of Mankótè mangrove from which a number of lessons have been documented, the largely intact mangrove at Savannes Bay that was recently mapped for the first time, the significant decline in beach sand mining and the restriction on the introduction of jet skis which were seen as incompatible with current recreational use of Anse de Sable.

Policy Influence

The availability of information on the mangroves, seagrass beds and shallow water coral reefs in PSNP resulted in the submission of the three areas as proposed Ramsar sites.

The project was not planned to create or impact on existing policy.

Planning gef grant

The project was up scaled to a medium GEF project which is being managed by the SLNT. At present they are in the process of formalising the area as a protected area.

Emphasis on Sustainable Livelihoods

The project will promote sustainable use of the natural resoucres in the park to generate income in the communities surrounding the park.

Notable Community Participation

The project will require the cooperation participation of the communities surrounding the park.

Capacity - Building Component

Training resource users and other individuals to monitor the various natural resources such as mangroves, lobsters and sea urchins in the park will be a critical component of the project.

Project Results

The project results are as follows:

- Personnel, from the department of forestry are now equipped to monitoring changes in biomass and distribution of key mangrove tree species.

- Individuals, from the Savannes Bay Fishermen?s Cooperative are now equipped with skills in recording data on the lobster fishery.

- A group of local divers are now equipped with the necessary skills to measure urchin sizes.

- Valuable information was produced on the natural resources in the area of Pointe Sable National Park, this will be utilised in future planning and management of the area.

- Increased capacity of the charcoal producers to monitor the resource within the Park.

- Increased capacity of the forestry department to monitoring changes in biomass and distribution of key mangrove tree species

Although the Pointe Sable National Park (PSNP) has not yet been officially established, resources in the area are being managed well. Examples include the sea urchin harvest which was reopened in 2001, the thriving seabird populations that breed on the Maria Islands as documented by the Forestry Department, co management of the use of Mankótè mangrove from which a number of lessons have been documented, the largely intact mangrove at Savannes Bay that was recently mapped for the first time, the significant decline in beach sand mining and the restriction on the introduction of jet skis which were seen as incompatible with current recreational use of Anse de Sable.

The availability of information on the mangroves, seagrass beds and shallow water coral reefs in PSNP resulted in the submission of the three areas as proposed Ramsar sites. One of the proposed sites includes a section of coral reef as Ramsar sites can include areas up to six meters underwater. This will be the first Ramsar underwater site in the region.
