Problems:
* Needs for electricity in the community
* Low-income due to no industrial alternative
* Indication of uncontrollable natural resource exploitation.

Goals/Targets:
* To assist low income rural community who have no electricity facility, in the next ten years by providing electricity from Pico-Hydro Units
* To give villagers opportunity to increase their welfare, for community self-helped
* To support the community to rehabilitate the environment condition, lack of water, and other natural resource or disaster signs.

Anticipated benefit:
* Environment protection such as: water efficiency, water sustainability through effective, efficient water management; protection of water catchment area and reservior; forestry control and conservation sustainability.
* Nature balance; preventing green house effect, due to natural resource incontrollable exploitation
* To open the opportunity for community small industry, through pico hydro to stimulate the village small industry
* Due to the productivity intensity it's expected to double production and further increase people's welfare
