Biennial Program Review Execise
As part of the global monitoring tool, Canadian Physician Aid and Relief (CPAR) were contracted to undertake the BPR with the NSC and NC taking the lead in the exercise. This was part of the GEF/SGP global programme monitoring and evaluation strategy aimed at analyzing the achievements and shortfalls of the country programme and its project portfolio in order to allow a better understanding of why certain approaches and strategies work well and others less well. Special effort was to be made to analyze how national and localenabling environments, environment and development policies, participation of key stakeholders, the NGO community, the academic/scientific establishment and other donors and agaencies enhance or impede the implementation of SGP.The BPR process was expected to allow the country programme to adjust and refocus the country programme startegy and operating mechanisms as necssary to meet both known and new challenges
