The project objectives are generally related to overcoming land and resource management issues in the various project areas. The objectives except for security of land tenure have been achieved. However works that have been started during the project period continue to be sustained to ensure that the gains achieved will be strengthened. Ownership of land currently under customary rights takes a long time to resolve and will remain a major challenge in the project areas.
Remoteness and poor road and communication facilities of four of the villages made It difficult for the monitoring staff and resource person to provide much needed support to work in these areas. It is also difficult for the local people to communicate with the relevant government agencies. Even though PACOS had ties with 8 project areas prior to the start of the project local politics and traditional leaders were not necessarily in favor of the project in some of the areas and this divided the community.
The preoccupation of local communities on daily livelihood and seasonal communal activities made it difficult for the project to remain on schedule. Efforts were also divided and did not have strong participation. Even though the villagers appreciated that the project had to be implemented by them, there was still the tendency to look towards outside intervention.
To avoid and overcome some of these obstacles attention and resources had to be devoted to improve communication between the various stakeholders. Effective strategies and mechanisms had o be designed to keep u the campaign to secure land ownership. Efforts were also taken to work with the local political and social leaders to avoid opposition and confusion.
Project time frame and better planning that took into consideration the local calendar of activities was looked into. Local project leaders were also encouraged to show good leadership and capabilities to overcome the dependency syndrome.
