Promoting energy saving and efficiency technologies among rural communities in coastal areas of Binh Son District, Quang Ngai Province
Promoting energy conservation and efficiency is one of the major Government's policy for the national sustainable development. However, this policy has not been supported and implemented by industries as well as community. The inefficient and wasteful use of energy is popular among the community living in towns and in rural areas. One example is the current use of the traditional inefficient cookstove of the rural communities. This practice results in indoor air pollution, causing negative health impact to the community, especially women and children, and degradation of forest resources, including firewood. It also creates heavier workload for the women in collecting firewood to meet the demand of energy for cooking in their daily life. Firewood used to be available in their home garden and in the forest nearby. However, it is becoming scare and costly, putting pressures on the limited income of the rural communities.
Alternative sources of energy need to be introduced. Promoting the use of renewable energies, such as waste from animal husbandry development and applying energy saving cookstoves, need to be adopted to meet the demand of energy for cooking of the communities in rural areas. Biogas technology application also promotes the sustainable development of animal husbandry, one of the major economic activities of the community by addressing the problem of localised pollution caused by untreated animal waste.
However, the lack of information on energy efficiency technologies and access to financial support are major barriers for community adoption of energy saving and efficiency technologies and practices. The project is intended to reduce greenhouse gas emission from households by removing these existing barriers to promote the use of appropriate energy efficiency technologies, such as cookstoves and biogas plants, among the rural communities.
The project aims to build the local technical capacity in cookstove and biogas plant production by training local masons, extension workers and motivators. It will develop pilot models to demonstrate the effectiveness and cost/ benefit of cookstoves and biogas plants. Information dissemination, experience sharing and public awareness will be given high priority for wide adoption of cookstoves and biogas plants among the community. Identification and promotion of the link with financial resources that can be accessed by the community will be prioritised for the replication of the pilot models.
The project will be carried out in the three communes of Binh Chau, Binh Thoi and Binh Duong of Binh Son District, Quang Ngai Province, a province in the southern central coast of Vietnam. The project develops the model which has the potential to be largely replicated in other southern central coastal provinces in Vietnam where the community faces the problem of energy demand for cooking.

Project Characteristics and Results
Capacity - Building Component
- 01 training sesssion (50 people) for local officers and community representatives on the issue of renewable energy use and efficient savings to adapt to climate change
- A contest on environmental issues (forest protection, biodiversity and climate change) and the use of saving measures, energy efficiency and renewable energy for district community Binh Son.
- 02 training workshops on technology transfer, engineering and construction use the kitchen for for kitchen construction crews. (There are certificates for the construction crews).
- To visit kitchen models 10 times, for 508 cadres and people of neighbor communes.
- 2 workshops (100 participants) to exchange experiences and preliminary evaluation of model performance using renewable energy.
Notable Community Participation
- The project focused on community involvement. During the project's formation, projects have examined knowledge, experience and practices of local people and took into consideration the most urgent needs and solutions in order to build effective models for the project activities
- To promote the role and responsibilities of community participation as the project owners and absorb the achievements of the project, during implementation, monitoring and evaluation ò the project:
+ Disseminate information on the projects to the community, with community representatives to participate directly in the conference development, control points, the project completion.
+ Facilitate community participation in all activities of the project and empower households selected for model development.
+ Facilitate community participation in surveillance, monitoring, performance evaluation models and learn to apply to his family.
+ Mobilizing the contribution of community effort in building the model.
+ Focus on customary practices of communities to develop appropriate training content.
