Forest and Environment Conservation Project

After the successful implementation of the Environment and Community Forest Protection Project, SADIKA is once again committed to protect the forest bio-diversity and ecosystem in Salyan district. This time the Dhanbang VDC of media darling Salyan district where insurgent activities is high, is selected to implement the Forest and Environment Conservation Project. The forest ecosystem of this VDC represents the sub tropical to lower temperate forest types with scattered riverine forest. The people living in the vicinity heavily depend on forest produces for their subsistence livelihoods. SGP?s intervention focuses mainly on facilitating the handing over the community forest to the able users from the District Forest Office. At present, only SGP (no other I/NGO) is working in this insurgent affected district.

Project Characteristics and Results

Gender Focus

CBOs are of three kinds-men, women and mixed of men and women. Formation of the group is solely depended upon the interest and decision of the community members. It should also be noted that women are the primary users of the forest. Hence their problem would be given the top priority.

Emphasis on Sustainable Livelihoods

Forest plays important role in the livelihood of the village people. They have to depend heavily on continued supply of fuel-wood, fodder and timber for household and agriculture equipment for their day to day activities. Thus managing such natural resources can contribute significantly in their livelihoods. The provision of Community Environment Trust (CET) Fund (50% of total budget- US$ 24,000) as revolving fund would also contribute in enhancing the village economy. This loan facility would be made available to the CBO members without any collateral in establishing the micro-enterprises or livelihood activities.

Significant Participation of Indigenous Peoples

Magars and Kami communities are among the most underprivileged and backward indigenous groups in the project area and are the major participants of the programme.

Capacity - Building Component

The main capacity building activities consists of training the villagers on community forest management (18 persons), ICS construction (11 person), NTFP management (16 persons), finacial management to mobilise the credit fund (47 persons), chalk making traiing (15 persons) and cadle making training (24 persons)

Notable Community Participation

The project applies the process of social mobilisation. The formation of settlement level groups with at least 80% coverage of households, weekly meetings and savings are the major thrusts which ensure the community participation to a significant level. After the graduation of thus formed Community-based Organisations (CBOs), the project stick would be handed over to the villagers to execute the planned activities. These CBOs are also responsible managing the common properties such as forests and pasture lands.

Inovative Financial Mechanisms

The project has provision of revolving fund called commuinity environment trust fund through with the community members avials loan to stablish micro enterprise.

Promoting Public Awareness of Global Environment

The project is a demonstration type in nature. The site is gateway of many districts of the region. The project site is very good for disseminating demonstrative activities carried out in the area and for promoting awareness of global environment.

Project Results

The project is able to work in the one of the hardest hits districts by the conflict. The project has to convened a number of dialogues with the conflicting party to both initiate and implement the project. The project has formed 22 CBOs (including in the VDC and engage them in the conservation and protection of community forest (19 in no with over 6,500 users ) formed by the initiation of CARE Nepal. (CARE Nepal abandoned their project after the increased activities of insurgency). The CBO members planted 6,000 seedlings in 5 ha forest land; 12,350 seedlings of Cinnamommum Glaucoscence; 750 seedlings of Xanthoxylum and 6,000 seedlings of Cardamom. Likewise, the project also faciliated in registration of 3 new community forests and supported to install 14 Solar home systems and 56 ICSs.

With the revolving fund known as Community Environment trust fund Rs 2.6 million has been mobilised to the 333 members. Of the 2.6 million, Rs 1.9 million has been paid back with interest of Rs 78,000. Nearly 40% of the loan has been disbursed to lower caste such as blacksmith, traditional tailors, shoe makers, goldsmiths etc.

In the social activities, with support from the CBO members and forest users group, 6 km road has been constructed, 6 schools supported and 3 irrigation pond constructed. These activities not only contributed to the conservation of natural resource but aslo supported in conflict transformation and peace building.
