NGOs' participation in a process of creation and functioning of Altay-Sayan transboundary biosphere territory (Assisting creation of Altay biospheric territory through attraction of wide public (the state bodies like ministries, nature protection departments, local authorities, NGOs, local community, mass media) to environmental problems of Altay-SAyan Region and lobbying projection of the biosphere territory by means of implementation of the lobbing campaign and arrangment of the international
Altay-Sayan region covers transboundary territories of Kazakhstan, Russia, Mongolia, and China, and it is a unique place where Central Asia biological and landscape biodiversity is concentrated. Here wild relatives of cultural species and rare and endemic flora and fauna are kept. At the same time economic crisis of the region, pauperization of the local population and increase of commercial demand for natural resources may cause destruction of biodiversity resources and development of ecologically unreasoned way of economic development of the region.
Thus, Kazakhstan, Russia, Mongolia and China have taken a decision to create a transboundary biospheric territory - to conserve and protect biodiversity of the region.
The purpose of the project is to draw attention of wide public to environmental problems of the region and to lobby creation of Altay-Sayan biospheric territory. It?s planned to conduct lobbying campaign and arrange international seminar with attraction of state bodies, NGOs, donors and local community. The project expects to reach the following results: support to biosphere territory setting up is provided, local communities? interests are taking into account while the territory is created, mechanisms for improvement of the local community livelihood are implemented.
Tasks:
1) Arrangement of the lobbying campaign directed to republican and regional governmental bodies
2) Raising awareness of the local community, NGOs about environmental problems of the Altay region, purpose of the biosphere territory creation and potential benefits that it can bring to the local community, roles of the local community in the process
3) Involving of local people and NGOs into the process of the biosphere territory creation
Expected results:
-State bodies are acquainted with the concept of the biosphere territory creation and its significance
-NGOs and local community?s interests are taking into account while the biosphere territory is created
-NGOs and local community have an opportunity to participate in the project monitoring and evaluation, make any correction offers
-Possible directions for NGOs activity within the Altay-Sayan biosphere territory creation are defined

Project Characteristics and Results
Capacity - Building Component
Organizing a seminar will develop a partnership between the local population, NGOs and local authorities. In addition, the level of environmental knowledge of the local population and the project participants will be raised.
Promoting Public Awareness of Global Environment
The first stage of this project involves a strong information & lobbying campaign. This includes the production of a videofilm about the ecological problems of the Altay territory and its reproduction on both national and regional TV, the publication of articles in mass media, and the organization of round tables on national and regional TV. Information will be prepared on behalf of the seminar participants for distribution to the Parliament, Government, Ministry of Natural Resources and Environment Protection, local authorities and international nature protection organizations. This information will also be published in mass media. In addition, a press-conference (at a national level) which is devoted to the ecological problems of the Altai-Sayan teritory and to creation of the transboundary biosphere territory will be organized
