Demonstration and replication of lessons learned from the projects of the GEF/SGP First Operational Phase
A brief review of GEF/SGP activity was prepared in February 2000, which reflected the results of the First Operational Phase projects and GEF/SGP activity for 1997-2000. The review included a comparative analysis of GEF/SGP strategic objectives in 1997 and 1999, and an evaluation of the project characteristics from the First and Second Operational phases. Important components of each project, such as monitoring, evaluation, communications & outreach activities were analysed. From this analysis, two main GEF/SGP strategic directions were identified:
1) expansion of the GEF/SGP presence in Kazakhstan by increasing the number of projects and by demonstrating and replicating the results of successful projects;
2) heightening the quality of GEF/SGP projects, by developing recommendations on how to implement project activities in more effective ways.
To realise the above-stated directives of the GEF/SGP Strategy, and to coincide with the beginning of the Second Operational Phase projects, it is necessary to increase the number of new projects, and to ensure that project quality and implementation efficiency are improved. By evaluating the positive and negative experiences of the First Operational Phase projects, new projects can be designed to reflect the ?Lessons Learned? and ?Best Practices? of the completed projects. This would promote the interrelation of the projects from the first and second operational phases, would expand successful experiences and intercept possible problems, and would encourage mutual monitoring of the projects from the two phases.
This project aims at perfecting and strengthening the GEF/SGP Second Operational Phase projects through the analysis and evaluation of the completed projects from the first phase. It will work to develop and introduce recommendations on how to implement and incorporate lessons learned and positive approaches into the realisation of new projects.
This project corresponds to GEF/SGP Strategic Framework as it demonstrates ?successful projects directed towards mitigation of threats to the environment?, and encourages the ?study and creation of an archive of successful experience, including negative lessons, distribution of successful methods and approaches at local and national level.?

Promoting Public Awareness of Global Environment
To widely inform the public, NGOs, and state authorities at a national and local level about the results of the projects in the first phase and the beginning of the projects in the second phase, a television press conference for mass media will be organized and a review of projects from the first operational phase will be reviewed. Prospects for the development of new GEF/SGP projects will be submitted.
