Ligawasan Marsh Integrated Conservation and Resource Management Project (Three Years Formation Stage)

The project seeks to protect and rehabilitate the remaining resources through community participation. To achieve these objectives, the project strategy involves the conservation and protection, sustainable area management and organization of farmers/fishefolks into association/cooperative that can eventually participate in the management of the project.

The realization of these project goals is expected to have a great impact to the marsh and its occupants. Rehabilitation and regeneration of forest cover of the marsh bring back the biodiversity/habitat and increasing income among community memebrs in the long run, assume social benefit resulting from the implementation of the project.

Project Characteristics and Results

Gender Focus

Gender sensitivity training is also a training plan to be conducted to men and women to have better understanding among men and women in their critical role in the marsh conservation and protection project.

Capacity - Building Component

In support to the environmental conservation and protection, partner NGOs and the community members shall be trained in environmental planning and management focusing on wetland management. As an application of the community to what they learned from training, they will be identifying initial area for community nursery and fish and bird sanctuary site. Procured and raised planting materials shall be planted in the identified sites. As the community improved and increase awareness in the environmental conservation, expansion and to other area is expected as success indicator resulting the project implementation. Community organizing and mobilization will concentrate with the organization of the community into a functional peoples' organization who serves as a major partner and assume the role of sustaining the marsh development intervention. Components of their participation are: Organizational Formation and Strengthening - Leadership development, policy and system development, environmental awareness and education campaign. Advocacy shall be provided to the organized groups.

Emphasis on Sustainable Livelihoods

Livelihood assistance will enable the people's organization members have the chance to avail of it to support the fisherfolk and small farmers who have no access to credit assistance for their economic activities.

Promoting Public Awareness of Global Environment

Public awareness of the project is that community participation for the implementation of development will determined the sustainability of the project. Community organizing component is necessary to build community-based social structures as conduit of the project. Aside from the community organizing activities, forest and bird sanctuary and livelihood assistance shall be provided to sustain economic survival of the marsh occupants. Rehabilitation and regeneration of forest cover of the marsh bring back the biodiversity/habitant and increasing income among community members in the long run, assume social benefit from the implementation of the project.

There is none of this component.

Notable Community Participation

To facilitate effective coordination and project implementation, area coordinators will be immersed in the designated assignment for effective ground mobilization and coordination among the Marsh stakeholders. Area coordinators will lead the infomation education campaign orchestrating coordination, planning and implementation of the project.

Project Results

The project were able to achieved the following outputs: Resigtered five (5) POs and cooperatives with the Cooperative Development Authority (CDA) and the Securities and Exchange Commission (SEC); Developed a plan for the protection and conservation of the marshland; Conducted gender sensitivity workshops to thirty-five (35) men and women; Produced 30,000 seedlings and planted them in a 10-hectare area; TWG formed and strengthened; POs with 150 seminars were trained in PMES Coop Seminar; Fifteen (15) coop leaders were trained in Phase 2 coop seminar; Fifteen (15) coop leaders were chosen model coop in the region; Five (5) POs registered with SEC and CDA; Ninety (90) farmers were granted loan with 90-100% repayment; Monthly radio program was aired; POs and 15 Barangays attended IEC; TWG meeting ended with policy regarding marshland conservation; Some 35 men and women attended gender sensitivity; Some 11.1% of forest seedlings were procured; Ten hectares of land were planted with forest species; Some 15 leaders trained and 100 farmers attended community-based training; and Gained support from TWG through technical and financial as well as moral support.
