SGP Capacity Building for the Network of Environmental NGOs in line with GEF/SGP Goals

The project aimed for the capacity building of NGOs in participatory approaches. This project was initially designed for 7 workshops (4 funded by Department of Environment and 3 by SGP) to provide training for 100 NGO members and equipment for networking. Based on the feedback from the first 3 workshops (funded from the co-funding by Department of Environment, DOE) on the Basics of Participatory Approaches it was decided to expand the project to cover different aspects in Participatory Management, Project Formulation as well as Monitoring and Evaluation in a systematic way. Hence all parties funding the project increased the scope and budget to provide a systematic training to NGO members introduced by the regional networks.
Therefore, the remaining 4 workshops were integrated into 3 series of workshops each 12 to 19 days (total 13 workshops) facilitated by 3 different facilitators to continue with training in Participatory Approaches, Project Formulation, Participatory techniques and Monitoring & Evaluation.
All these workshops were held in Tehran, the North and Zagros Regions which concluded with one Follow-up Gathering for project evaluation that was funded by the DOE. At the end of the project the workshops produced educational packages on the mentioned topics as well as the edited films of the workshops that are accessible for other NGOs through the Regional Networks. In addition to the workshops, seven regional environmental networks were equipped for networking purposes.

Capacity - Building Component
Capacity Building of NGOs in community participation had been one of the priorities of the Public Participation Bureau, Department of Environment so that the newly established NGOs would have the ability to perform as active civil society organizations. This need had also been communicated at various levels and occasions to GEF/SGP from the NGOs and the National Network of Environmental NGOs. On the other hand there weren?t many NGOs experienced in the participatory methodologies and grass roots level approaches of SGP. Therefore, this project was designed for capacity building of NGOs on participatory approaches.
The Project underwent an internal evaluation after 3 workshops and based on its lessons learned it was re-designed in a series of workshops, each with 3 to 4 workshops to address:
1. Theoretical principles of participation and programming perspectives
2. Facilitation and behavioral principles of facilitation
3. Participatory techniques, tools and project formulation
4. Monitoring & Evaluation
The novel characteristics of the training model in this project were:
1. An entire module was designed and conducted in a series of workshops by three different facilitators.
2. In a decentralization effort to include as many participants from provinces two of the three series were specifically designed for Zagros and Caspian regions. The responsibility of project management was handed over to the Regional Networks.
3. Practical training (in SGP sites or nearby rural areas) was incorporated in the workshop program.
4. The participants of the workshop were a mix of urban NGO and rural local community members.

Project sustainability
In Sept 2005 during the National Gathering of Environmental NGOs a survey was conducted among the 200 participating NGOs. One of the queries was with regards to the effectiveness of the workshops in this SGP capacity building project. Only 10% felt that the workshops were not beneficial.
The training model derived from this project is being used by the Public Participation Bureau/Department of Environment in its other training programs.
The Public Participation Bureau DOE once again partnered with GEF/SGP to co-fund another project for advanced hands on training (IRA/05/12 (60th)).
