Restore biodiversity in the lake and surrounding area in the different ecosystem, thereby restoring the different life support systems; and contribute and enhanced increased agricultural and fishery production on a sustainable any equitable basis. To return and maintain ecological balance of the Lake Mainit Influence Area, avert further forest denudation, preserve and maintain the Lake's watershed areas and to effect sustainable resource areas for industrial activity specifically on agriculture, fishery, forestry, home and cottage industries, and integrated approach in biodiversity conservation and totally and partially denuded areas in Lake Mainit is prime consideration. AT THE BENEFICIARY LEVEL: 1. Households with a minimum of 20% increase in monthly household income thru livelihood activities. 2. Beneficiaries knowledgeable in facilitating legal requirements in land tenure, forestry laws and assume responsibility in forest protection functions; 3. Beneficiaries have technical capabilities in Upland and Lowland watershed management, fishery regulation and fishery laws as well as in forestry laws; 4. Able to conduct researches on biodiversity conservation of the different ecosystems; 5. Adopted effective endemic tree planting technology and assessed and monitored ecology and forest population, wetlands ecosystems, and the population biology of threatened and endangered species. This project will certainly improved environment. Because all project components are geared towards addressing the degrading environment in the surrounding areas of Lake Mainit.

The individual community members are engaged in sustainable agriculture. People's empowerment is one of the main points of the development agenda. It is vision that the poorest of the poor are to be provided with tools for capability enhancement, which shall enable them to have access to resources and be integrated in the mainstream of development. It is especially the reason why the project is conceptualize in order to develop the uplands, marginalized farmers and tribal communities so with the lowlands and the fisherfolks.

The target of the project are the Upland and Lowland Areas especially in Kitcharao. There will be proportionate number of men and women in this project because they do believe that Family Participation. To the family member, it will boost their moral, being considered part of development work. And the project thru its Livelihood component augment their farm family income thereby raising their standard of living. Family is the center especially in awareness raising and livihood to support sustainable development.

Training intervention will be conducted as a priority to make other development plan successful. Barangay-Based Environment Learning Forum (BELF) will also be conducted at least once every two months in every barangays in six barangays. Cross-site validation will be conducted among barangay leaders to facilitate learnings and knowledge enhancement through site-seeing and interviews to other group of farmers who are successful in upland and lowland agriculture in other provinces. Echo semiar will also be done in order to practice and put-in action what they have learned during the training and impart them to the community.
