Although local authorities suppoted and helped in MHPS construction but any administrative determinations were not taken.
The MHPS belongs to NGO. The own source of the electric power (66 KWT in total) will allow to reduce expenses. The liberated resources will be directed on development (in particular, there is intention in building vegetable greenhouse heated by electricity). The fact that actions under the project will result not only in achievement of power independence of the population, but also reduction of air pollution, also to conservation of habits (river-plain forests and coniferous forests) of species included in the Kyrgyz Red Book, that will be the direct contribution to conservation of local and global biodiversity will be emphasized at seminars and other advocacy actions.
Notable Community Participation
The local population and the local authorities put significant own means (labour, property, money) in construction of the cascade from three mini hydroelectric power stations. 2 hydroelectric power stations will be purchased for non-SGP funds.
The local population (14 families) will carry out measures on thermal isolation of houses.
Capacity - Building Component
The population gets new skills on operation of mini-hydroelectric power stations. Implementing local NGO gets experience of realization of the complex engineering projects in interaction with the local population.The level of knowledge will increase about interrelation of economic activity and conservation of a biodiversity, importance of reduction air pollution . The level of self-organization of the population will be reflected in creation local ecological NGO.

There are no indigenous peoples or groups of the people, which can be referred to the indigenous in Kyrgyzstan.
Gender Focus
There is no obviously expressed gender approach in the project , but women and children, as a rule, are engaged, in storage of fuel and heating of houses. The electric power will release the women and children for other kinds of activity.

Systematic illegible deforestation allowed decreasing biodiversity, soil erosion, emission increasing at firewood burning and greenhouse effect creation. Project directed on alternative energy sources introduction such as MGEPS.

All project participants actively took part in the project implementing but at the same time project entirely depended from local NGO head initiative.

The population has obtained new skills in sampling nursing, raised the level of knowledge about interrelation between economic activity and deforestation. The level of knowledge about local flora and fauna rose as well. The project has shown that the small community is able to provide itself by cheap electricity and organize another profitable business

Co-financing from Public Foundation ?Issyk-Kul? in cash is 570$, in kind 100$, from local population in kind is 5900$, from Saruu Ayil Okmot in cash is 4700$, in kind 27630$
The main kinds of co-finance were labor on saplings planting and MGEPS constructing of local population and expert which helped to project with consultations.
Replication in other communities or regions
This project is appropriate for replicating in analogous geographic conditions countries but for it necessary technical research of locality. There are no plans on up-scaling the project to a medium-sized GEF.

Links between this project and the overall GEF follows from public awareness on global environment problems, their direct involvement to the endemic plantings protection and attempts to introduce new sustainable using of natural sources in compeer with just firewood using.

New NGO ?Barsem? was established which have begun to construct biogas installations in villages Kyzyl ?Suu, Saruu and Barskoon.
Benefits achieved by participants during implementation
Thanks to the project the threat of disappearance of plantings because of deforestation was decreased and reduced emission of greenhouse gases. It was achieved by power independence of the population, planting locale fast growing trees.
Products/services generated by the project
1. 2 MGEPS established with productivity 44 kW/h. Life conditions were improved population began to buy TV sets, radio, electric stoves and electro boilers
2. Local community has nursery with 11300 saplings of poplar
3. NGO ?Barsem? have begun to establish biogas installations in villages Kyzyl ?Suu, Saruu and Barskoon.
4. 6 seminars were conducted, it promoted rising public awareness on environment problems. The population uses as firewood sanitary chopping fur-tree woods, which are enough on cutting area.
5. The monthly cost of energy for one house is 540som.
A) - Energy cost of 1 kW is 0.5 som
- Power consumption is 1.5kW in one hour
- Cost of one-hour energy is 1.5x0.5=0.75som
- Cost of month energy is 18x30=540som
B) All consumers of energy: six houses.
Cost of energy in one month: 540x6=3240soms, it?s a sum economy for 6 family.
6. The project had wide informational support. TV report about water meadow wood?s importance for ecological condition and GEF/SGP?s role in the project realization were shown on NBT channel. The articles "It is not shame for initiative" were published in the newspaper "Slovo Kyrgyzstana" and in Internet AKEpress.
Assessment of impact of project in the GEF focal area
Project corresponds to Operational Program 6 GEF/SGP ?Promoting the adoption of renewable energy by removing barriers and reducing implementation costs? and promotes reducing GHG emissions associated with energy consumption and production through increased use of already commercially viable RETs.

The narrative report of the project
Workers of Jety-Oguz forestry allocated 10000 poplar saplings for planting. With planting saplings hurried up very much because the phenological phase was begun (opening the leave). During 5 days it was plant only 1300saplings, the others had to postpone till autumn and spring 2003 in connection with full opening the leave. Invited experts after field investigations decided for means economy to transfer pressure head pool to other, more proper place than it was planned.
Workers-volunteers from local residents cleared a bottom of derivation canal from rivers alignment (485 m); the volume of digging works has made 196.5 m³.
In March 2003 2nd stage of installation of MHEPS was begun. In April 10000 saplings of poplar have planted. In June the electricity cable installation have completely finished.
