Capacity building for GEF/SGP partners in project management and implementation through training workshops and exchange study
The results of the GEF/SGP country programme review show that to deal with the limited capability and experience of the NGOs/CBOs in Vietnam in project management, GEF/SGP has paid special attention and given priorities to building the capacity for GEF/SGP partners and key stakeholders in project management over the past three years. This task has been performed through the following modalities:
Holding workshops on project implementation and management with the participation of the project management teams. The workshops were evaluated as very successful by the workshop participants. They have significantly contributed to enhancing project management capability of the GEF/SGP grantees.
Formulating and implementing the manual on GEF/SGP project development and implementation. The Manual provides a clear-cut and adequate guidance and instructions to all GEF/SGP partners and key stakeholders to develop and implement their projects. It has been used as key materials in all GEF/SGP workshops. The Manual has been regularly adjusted following the partners' and key stakeholders' comments and recommendations as well as lessons learned in GEF/SGP project development and implementation (two adjustments have been done).
However, the results of the GEF/SGP programme review also show that the shortfalls in project implementation originated from the limited capability and the lack of experience from GEF/SGP partners, which affected the quality of project implementation. This has proved to be the greatest challenge in ensuring effective project implementation. One of the major recommendations of the GEF/SGP country programme review is that in order to effectively implement GEF/SGP in Viet Nam, capacity building for GEF/SGP partners and key stakeholders in project management should continue to be given high priority.
The project aims to improve the effectiveness of GEF/SGP project implementation through building and improving capacity of the GEF/SGP key stakeholders in project management and implementation through organising a training workshop and a series of study tours and exchange visits among GEF/SGP on-going projects, targeting on the GEF/SGP newly approved projects in late 2001 and early 2002.

? Training participants include: ? Implementing GEF / SGP projects: o Members of the Executive Board o Representatives of the projects? technical experts o Representatives of the co-organizers (technical advising organizations) and organizations supporting GEF / SGP in monitoring, supervising and evaluating the projects. ? Some finished GEF/ SGP projects: Representatives of Executive Board. ? Time and location of training: Hai Duong City, the 2nd week of July, 2002. ? Main contents include: ? Training on GEF / SGP project management at the conference room. ? Visiting 2 implementing GEF/SGP projects in Hai Duong province (Project "Sustainable use of chestnut forest resources in Chi Linh" managed by Center of Environment and Tropical Forest and project "Building Chi Lang Nam stork island as an environmental education center " managed by Hai Duong Association of Environmental Education) and the GEF / SGP projects implementing in Cat Hai district, Hai Phong city (Project" Contributing to the conservation of biodiversity of Cat Ba National Park " managed by Cat Hai Women?s Association ) ? Visiting Cat Ba National Park and discuss on the topic of biodiversity conservation. ? Fieldtrip participants include: ? Members of the Executive Board of the projects meeting the above criteria. ? Owners of the remaining projects. ? Representatives of co-organizers (technical advising organizations), projects? technical experts. ? The Government, relevant departments and the local communities involved in the project (local communities account for 50% of the participants). ? Time and place: each fieldtrip was planned to last10 days. The planned fieldtrip sites are the regions implementing GEF / SGP projects. Fieldtrips are planned to be held from August 2002 to April 2003. ? Content: ? The fieldtrips aim to share information and experience on the following issues: o Coordination of the development and conservation projects. o Enhance the role and participation of the public and communities in the Environment protection. o Environment management and sustainable use of natural resources at the local level. o Activities enhancing awareness on environmental issues. o Discussion on management and implementation issues of the GEF / SGP projects, the contribution of local authorities and the public in the process of implementing the projects. ? The activities to be organized during the fieldtrips include: o Talk show to share information with the Executive Boards, local authorities, relevant departments and the communities involved in the project. o Visiting the models of GEF / SGP projects and other projects implementing in the regions, conservation areas, national parks and local landscapes. o Sharing information and products of the projects. o Participating in the activities of the GEF / SGP projects (if any) o The project writing reports on fieldtrips and the Organizers writing reports summarizing fieldtrip results.
