Sustainable Forest Resources Use by Local Community Basis in Loksado Area
Project Goal :
Sustainable managed forest of Loksado through community-based forest management
Project Objectives :
1. To develop a community-based management model called Loksado Forest Model (MFL)
2. To identify and develop the potentials of Loksado Forest Resources
3. To minimize activities which threaten the sustainability of forest resources (SDH) and biodiversity of Loksado forest area;
4. To encourage integrated policy development in forest resources management in Loksado area, and;
5. To create information management system to support the decision making process in the management and conservation of Loksado forest resources.
Expected Outputs
1. A productive and sustainable forest management model conducted by local communities in Loksado forest area.
2. Conservation of ?germ plasma? in a seedbed, especially orchid and bamboo in Loksado area.
3. Community institution for forest conservation.
4. Creating at least two productive business of local forest resources use (PSDH) among local community.
5. A plan for ecotourism management (management plan) derived from Loksado Forest Model.
6. Increased community awareness and appreciation toward forest resources.
7. Land use system based on the agreed regulations stipulating the prevention of encroachment into forest area.
8. Integrated policy in the community level to support Loksado forest resources management system.
9. An information management system which supports the decision making process and provides various media for the awareness and advocacy campaign for the management of Loksado forest resources.
ACTIVITIES
1. Socialization of Program
Socialization is undertaken for several purposes, among other are (1) to inform the activities, objectives, location, time of implementation and organizer of the program to the community and other stakeholders, (2) to create similarity in point of view and searching for important inputs in the implementation of the program, (3) to gain a wider support from various parties, and (4) to create a clear coordination and consultation mechanism with the relevant parties.
The socialization will be carried out in a period of six months by holding meeting with the local community and stakeholders and by giving brochures on the activities with the target being the community, government, legislative body, academics, NGO (Non-Governmental Organization), and mass media.
Meeting with the local community will be held in program site while meeting with the stakeholder will be held in Loksado.
2. Meeting with the Local Community
This activity aims in (1) informing about the activities, objectives, location, time of implementation and organizer of the programme to the community and other stakeholders, (2) creating similarity in point of view and searching important inputs in the implementation of the program, (3) gaining a wider support from the community and (4) creating a clear coordination and consultation mechanism with the community.
The expected results from the activities will be an accurate socialization of the program and support and agreement from the community to carry out the programme together.
Objective 1. To develop a community-based management model called Loksado Forest Model (MFL)
1.1. Study on related regulations and policies
Undertake studies on local regulations and policies on Loksado PSDH, potency of forest resources and biodiversity, and land use to support attempts on conservation and development of economy of Loksado area. The studies to be undertaken in Loksado area shall include the following:
Policy Studies
1.1.1. Studies on Integrated Policies
This study analyzes available local regulations and governmental policies on the management of forest resources and the impacts on the forest resources which results in documentation of analysis on the policies of forest resources management in Loksado area to support the integrative policies for the conservation of forest resources and its use for the enhancement of community?s economy.
1.1.2. Studies on Values System
Gathering data on traditional values on forest resources use by ?digging up? traditional rules and local policies applies among local community on the forest resources use in Loksado area. The expected result of this activity is the documentation on local rules and policies applies among the community which can be used as supporting data as the existence of integrative policies on forest resources use in Loksado area.
1.1.3. Studies on Land Use
This includes studies and mapping of land use, the distribution of biodiversity and population in Loksado area. The expected result of the activities is the documentation of the analysis and map on land use, flora and fauna distribution map and population distribution in Loksado to support the integrative policies in forest resources management and forest allocation in Loksado area.
1.1.4. Studies on the Potentials of Forest Resources and Biodiversities
The studies on potency of forest resources in Loksado area resulting in one analysis and formula on the potency of forest resources and biodiversity in Loksado area which is able to support the development of business strategies in using the forest resources for productive and sustainable economical products.
1.1.5. Analysis of the Aforementioned studies and Documentation
The compilation aims in analyzing and formulating the data of studies of land use, integrative policies, forest resources potency, and values system of Loksado area. The expected result of this activities is the documentation of analysis and formula in the form of documents and several books.
1.1.6. Results and Verification
Socializing and clarifying the results of studies, analysis and data compilation to the community and ?accommodating? feed back from the community in completing the analysis and formula to make, which will be used to compose legal drafting of the integrative policy on forest resources use in Loksado area.
1.2. Orchid and Bamboo Conservation
Conservation of Loksado?s biodiversity, especially orchid and bamboo requires a seedbed which location is agreed and managed by local community. Thus, these activities will be carried out accordingly:
1.2.1. Determining Location for Orchid and Bamboo Seedbed
For the orchid and bamboo conservation, orchid and bamboo seedbed location which is determined based on the results of studies of land use, forest biodiversity potency and values is needed. The location of the seedbed is determined based on the agreement of the community. The expected result of this activities is the location of seedbed that is determined by the community themselves.
1.2.2. Establishing Organizing Institution
To ensure that the function and use of seedbed are based on the agreement, a communal institution is needed to carry out the management of the seedbed. The expected result is an organizer team of seedbed which is in favor of function and use that is expected.
1.2.3. Developing Management System
To carry out the management of orchid and bamboo seedbed, the organizer institution requires a system of management by creating monitoring manual for the orchid and bamboo seedbed and also requires to determine the conservation measurements. The expected result of the activity is the monitoring system which is undertaken by the organizer, as well as the agreed conservation measurements.
Objective 2 To identify and develop the potentials of Loksado Forest Resources
2.1. Training on Organizational and Financial Management
The training is carried out to increase the skill of human resources in managing economical and financial organization to create a community economical basis in using forest resources to increase the well-being of the community. The expected result is that this activity may increase the skill of community in the management of economical and financial organization in the use of sustainable forest resources and that they may play a role in increasing the income of the community in Loksado area.
2.2. Promoting Economic Values of Orchid Conservation
The attempt in orchid conservation is carried out in orchid cultivation in an on-the-job training and the making of agricultural bed which functions as the showing ground for consumers, research and education. The expected result from the training and agricultural bed is the increase of orchid price as either the increase of income of the community in Loksado area or as public appreciation in supporting the ecotourism, research and environmental education.
2.2.1. Training on Orchid Cultivation and Conservation
The activity aims in cultivation of natural orchid as a profitable economical commodity and as conservation attempts of orchid and Loksado forest which may support the increase of income and ecotourism, education and research on orchid. The expected result is the increase of community respect and knowledge toward orchid as a part of conservation attempt and as the increase of their income. The activities include on-the-job training in the orchid conservation sites regarded successful in terms of cultivation, conservation and marketing.
The expected result is that the community becomes skillful in conserving and cultivating orchid to increase their income and the sustainable use of orchid.
2.2.2. Developing Agricultural Demonstration Plot for Orchid Cultivation and Conservation
Making agricultural bed for several species of orchid in a certain location for the market and the conservation of the orchid itself which may support the increase of community income in Loksado area and the attempts of orchid conservation.
The expected results from the making of this agricultural bed is the availability of several marketable species of orchid, environmental education site, research for the development of orchid cultivation and its conservation attempt. The investment for the agricultural bed and the funding will be provided by the community and organizer institution. The distribution of the fund of the activity will be carried out gradually in accordance with the development and demand of the community.
2.3. Promoting Economic Value of Sustainable Bamboo Use
To increase the economic value and conservation of bamboo, training on pattern of cane work and sustainable bamboo use in on-the-job training and the making of agricultural bed which provides raw material for the cane work and other products, research and education is needed. The expected result is the increase of bamboo price either as the economical commodity as to increase the income of the community in Loksado or as public appreciation for the economical value of bamboo, research and environmental education.
2.3.1. Training on Design, Cane Work Pattern and Sustainable Use of Bamboo
The development of bamboo handicraft and the conservation of the patterns aims to increase the income of community and of woman role, as an individual or as the member of community, in economy. The expected result is the increase of knowledge and skill of woman near the forest area of Loksado in increasing the price of bamboo handicraft by enhancing the product, design and motives as it is demanded by the market. This activity is also undertaken to support the conservation of unique motive of bamboo handicraft of the community of Loksado and to support the bamboo conservation as the raw material of the handicraft and other bamboo products.
It is also expected that the trained community will be skillful in developing the design and in producing bamboo handicraft, and in increasing income of the community by marketing the handicraft and other products. As the investment for the development of cane work design and pattern and the use of bamboo as the product of handicraft, the funding will be provided by the community and the organizer. The distribution will be carried out gradually in accordance with the progress of activity and the need of community.
2.3.2. Developing Demonstration Plot for Bamboo Cultivation and Conservation
Making the agricultural bed for several bamboo species in a certain location to provide raw material for the cane work and other products to be used by bamboo business-groups in Loksado area in a sustainable way.
The expected result of bamboo agricultural bed is the availability of raw material for the cane work product and other bamboo products which can be used by the community in a sustainable way.
2.4. Development of Ecotourism Management Plan
Loksado area with its biodiversity has a potency as a profitable ecotourism site, thus attempts to develop the following ecotourism activities are needed.
2.4.1. Study on Ecotourism Potency
Conducting studies in order to obtain the scheme (management plan) for the development of the ecotourism by gathering data, documentation and analysis on ecotourism potencies of Loksado.
2.5. Development of Market Access to Bamboo Cane Work and Orchid
To support the marketing of bamboo cane work and orchid, attempts will be undertaken to search for the access for potential market and marketing network system. This activity will also ?design? a marketing strategy which include promotion and publication to the market which is considered as profitable and potential. The expected result is a market access which may ensure the marketing of the three products above mentioned in a profitable and sustainable way.
Objective 3. To minimize activities which threaten the sustainability of forest resources
The potential forest resources and mineral in Loksado lead to pressure and threat to the function and biodiversity in the area which include illegal logging, the presence of HPH (forest concession) and the mining activity. The community?s awareness toward the significance of conservation of biodiversity in using the forest resources, which in turn may increase their well-being, is also lacking.
In minimizing illegal logging and mining, forest and plantation concession threats campaign advocacy is needed by carrying out the following:
3.1. Information Dissemination *
The distribution of media of information for the campaign in suppressing the illegal logging and forest conversion to the community and stakeholders aims to increase the community awareness and respect to the significance of forest resources conservation in Loksado area to end the illegal logging and permit of forest conversion in Loksado area.
*) Campaign media to distribute to the community is the product of the activity described in Objective 5.
3.2. Discussions on Function and Significance of Loksado Area

Making news release in local and national mass media once a month. The expected result is the ?smoothness? of information on potency, function and significance of Loksado area for wider community which will create wider mass appreciation on Loksado.
