UNDP GEF/RNE Small Grants Programme Stakeholders Writeshops for 2002

The UNDP GEF/RNE Small Grants Programme Stakeholders Writeshop 2002 hits two birds with one stone. On one hand, it brings together all past and current grantees of the Small Grants Programme paying attention to possibilities for the formation of a SGP Grantees Network and a resource mobilization plan at the local level. On the other hand, the workshop explores and orients possible/potential SGP grantees with the conduct of a writeshop, the result of which is a concept/proposal that falls within the SGP focus and directions.

In view of this, the writeshops will include updates regarding the status of SGP-funded projects; discussions on the environment scenario; presentation on procedures/guidelines of the GEF-medium sized programme, and the new/revised guidelines of the SGP; and workshop/critiquing of project proposals submitted to SGP by potential grantees.

Likewise, this will provide the forum/venue for NGOs/CBOs/POs to know the thrusts/directions of other similar funding facilities who shall be invited to the forum to present their guidelines, criteria, and procedures for project proposal review/appraisal.

Significant Participation of Indigenous Peoples

A substantial number of participants belongs to indigenous communities.

Gender Focus

Potential NGO/PO/CBO partenrs are encouraged to incorporate gender issues/sensitivity in their proposed concepts/proposals. In addition, the participants are oriented on the guidelines and mechanics for accessing funds from various donor agencies such as Foundation for the Philippine Environment (FPE), Foundation for Sustainable Society Inc. (FSSI), Grants Assistance for Grassroots Projects (GAGP) of the Embassy of Japan, Philippine Australian Community Assistance Program (PACAP), British Embassy Small Grants Scheme (SGS), Canada Fund, New Zealand Embassy Small Grants Fund, Land Bank of the Philippines (LBP), and Development Bank of the Philippines (DBP).

Notable Community Participation

The participants to the Stakeholders' Writeshops are as follows: potential/target PO/CBO grantees, SGP grantee of the pilot, first and second operational phase and their partners, representatives from funding/financing agencies, UNDP Country Office and the UNDP GEF/RNE SGP NSC/Secretariat. SGP past and current grantees shall share their best practices/status of their projects, and brainstorm on resource mobilization/sustainability mechanism and networking/linkaging. SGP potential grantees, meanwhile, will present their revised proposed project concepts prepared during the writeshops and critiqued by a panel. The invited participants shall bring with them their initial project concepts/proposals. Organized and facilitated four (4) UNDP GEF/RNE SGP STAKEHOLDERS WRITESHOPS for Western Visayas (Iloilo/Capiz/Aklan/Antique/Negros Occidental/Oriental)/Central Visayas (Cebu City, Bohol, Samar, Leyte, Siquijor, Camotes Island)/Northern Luzon (Ilocos Norte, Cordillera Administrative Region (CAR), Ilocos Sur, Pangasinan)/Southern Luzon(Bicol Region, Quezon, Aurora, Laguna, Masbate, Romblon) designed to provide a shared foundation of understanding about the purpose, structures, and operations of the Small Grants Programme. The four (4) writeshops brought together a total of one hundred fifty-five (155) participants (105 potential grantees, 50 past/current SGP grantees and donors) and fifty-one (51) project concepts/proposals were presented and critiqued for possible assistance.

Emphasis on Sustainable Livelihoods

The writeshop also invited donors/funding facilities to present their respective facilities for funding complementation specifically on the livelihood component.

Promoting Public Awareness of Global Environment

The writeshop had a session on the global and national environment scenarios, which included an extensive discussion on the GEF focal areas - ozone layer depletion, global warming, biodiversity conservation and protection og international waters. These writeshops have resulted in a good number of project concepts/proposals and of better quality submitted for possible funding.

Capacity - Building Component

The writeshop will guide the potential/target grantees vis-a-vis the preparation for SGP projects, whereby they develop their ideas into project ocncepts/proposals that fall within the SGP focus.

Project Results

The following outputs were achieved: Prepared and critiqued the project concepts/proposals that fall within SGP focus; Informed SGP potential grantees on the guidelines, criteria and procedures of the GEF SGP and other existing funding/financing facilities available to NGOs/POs; Updated SGP potential grantees on the environment, national and community levels.
