Networking for People's Empowerment Resource Management and Economic Development
The project involves the empowerment of 90% of the marginal sector within its program municipalities and barangay to spearhead a sustain implementation of community-based resource preservation/conservation activities to augment their income.
The project focuses on marine resource diversification. Set of activities was identified. Some of these are:
1. Contribute on the preservation and restoration of the abundance of the natural resources of the province, particularly Maqueda Bay and on specific project sites;
2. Strengthen capability of the Community-Based Organization members in implementing managing specific activities related to resource preservation and rehabilitation;
3. Come up with comprehensive Barangay Development Plan that incorporates CBO plans for resource preservation and rehabilitation;
4. Augment income of the marginal sectors through increase fish production
5. Assessing IGP projects from government and other lending institutions and;
6. Formation of local alternative marketing structures

Capacity - Building Component
Community Resource Development blead and initiate formation in accordance with the law on resource preservation and rehabilitation to ensure widespread manage utilization of the natural resources among marginal sector. It will also act on the basis of increasing productivity and pushing the right institution to do their part in protection and apprehension activities.
Emphasis on Sustainable Livelihoods
Enterprise and Marketing Development ensure that the product of the marginal sectors achieved greater monetary value/return. This can be range from accessing both private and government funded project (IGP) and the formation of alternative marketing structure and systems that favor the un-favored sectors of society.
