Community-Managed Micro-Enterprise Projects

ELAC will be assisting four (4) groups of Indigenous people belonging to the Tagbanua and communities in Barangay Cabayugan and Barangay Tagabinet in activities that will help lessen the dependence of the local people, particularly the members of the Community-Based Sustainable Tourism (CBST) organizations, on resource extractive activities by increasing their income from agriculture, production of non-timber forest products, souvenir shop, livestock dispersal, and retail store; specifically this will be achieved through 1) establishment of a display center for souvenir items in Sitio Manturon, Bgy. Cabayugan for Cabayugan Community Tourism Association (CCTA); 2) provision of financial capital to CCTA for rice trading business in Cabayugan; 3) provision of financial capital to Cabayugan CADC for their production of non-timber forest product (rattan) and for their retail store; 4) provision of financial capital to Tagabinet CTA for their sustainable agriculture project, livestock dispersal and retail store in Tagabinet; 5) provision of financial capital to Samahan ng mga Tribu sa Kayasan (SATRIKA) for their sustainable agriculture and livestock dispersal project in Kayasan CADC; and 6) increase the capacity of these Community-Based Sustainable Tourism (CBST) organizations in managing sustainable livelihood projects in their areas within the Puerto Princesa Subterranean River National Park (PPSRNP).

Project Characteristics and Results

Emphasis on Sustainable Livelihoods

The CCTA members had been making bags, baskets and other souvenir items which are salable in the site to tourists and visitors. They needed some capital for the purchase of raw materials that are available in the area. The use of a sewing machine will enable the women to craft other items which they also can sell. Rice is a very important staple among the Filipinos, as such small-scale rice trading is also profitable. The operation of a small variety store will also be done by the TCTA in Bgy. Tagabinet and Cabayugan CADC. This will be able to provide a ready source of daily needs for the members and others in the community. Most Tagbanuas (IP), who are members of the SATRIKA, have a pig or two tethered in their backyards. They are able to generate small income from this activity at times when cash is most needed. This is the enterprise they think could help them. Traditional farming deals with small patch of rain-fed rice paddies and farm lot for root crops and vegetables. They lack work animals and tools to do these, therefore, provision of work animal and farm implement would greatly facilitate and enhance their farm activities.

Notable Community Participation

The community members from the Cabayugan for Cabayugan Community Tourism Association (CCTA), Cabayugan Certificate of Ancestral Domains Claim (CADC), and Community Tagabinet Community Tourism Association (TCTA), Samahan ng mga Tribu sa Kayasan (SATRIKA) are presently engaged in organizational strengthening while promoting and marketing selected tourism sites and products in the barangays. These micro-enterprises will be managed by the POs will at the same time conducting their traditional farming and other livelihood activities

Significant Participation of Indigenous Peoples

The members of the Cabayugan Certificate of Ancestral Domains Claim (CADC), and the Samahan ng mga Tribu sa Kayasan (SATRIKA) are all Tagbanua tribe or indigenous peoples (IP). Those of the Cabayugan for Cabayugan Community Tourism Association (CCTA) and Community Tagabinet Community Tourism Association (TCTA) are mixed IPs and non-IPs.

Capacity - Building Component

There are no explicit capability building activities that are funded under this project. However, the ELAC had been training these communities through the CBCRM Project presently on-going under the SGP, and under the UNDP-UNESCO Ulugan Bay Project. ELAC is committed to continue capability building related to the management of these micro-enterprises.

Promoting Public Awareness of Global Environment

These IP communities engage in activities that belong to their customary indigenous practices and systems. The Cabayugan Certificate of Ancestral Domains Claim (CADC), and the Samahan ng mga Tribu sa Kayasan (SATRIKA) have Ancestral Domains Management Plans that are approved by government agencies. By these plans, proper resources management are followed according to existing laws and regulations, and IKSP.

Gender Focus

This project will involve all sectors, men, women and older children. While the men are collecting forest products, mostly rattan, almaciga resin, and honey, the women would be involved in the tending the livestock, planting crops, and vending. Mostly, older children help in the farm.

Project Results

This project was approved by the National Steering Committee (NSC) as the livelihood component and part of the CBCRM Ulugan Bay of ELAC that was funded under the SGP. The latter is an ongoing project of ELAC, being implemented in the Barangays of Cabayugan, Tagabinet, Bahile, Macarascas, and Buenavista, all located in Puerto Princesa City. Barangays Bahile, Macarascas and Buenavista are adjacent barangays to Tagabinet located on the shorelines of the Ulugan Bay
