Building Capacity of Community for Action Plan to Conserve Lam Ta Khlong

With its origin in Khao Yai National Park,Lam Ta Khlong runs it course through various districts of Nakhornratchasima before joining the Moon River and Mekhong River. It has been supplying water for household consumption, agriculture, industries and fishery. At the location in Muang District of Nakhornratchasima where it has been densely populated, the Lam Ta Khlong is heavily polluted by chemical substance from agriculture , industries and community waste. Especially, the sensitive cultivated area is approximately 1,000 ha.The water quality index at 4-5 is not acceptable for use.

Emerging as a result of Korat People Forum where various social problems of the population were brought forward , the Lam Ta Khlong Group has been carrying out activities to solve the problem of the Lam Ta Khlong, one of the major problems faced by the people of Nakhornratchasima Province. Through capacity building process on related issues, demonstration of chemical-free agriculture, small waste treatment pits, periodic monitoring water quality and dissemination of results of activities would be contributing to reversing of the degradation.

Project goals or objectives (including GEF problem-area addressed by projects):

1.To rehabilitate and conserve Lam Ta Khlong by community in a sustainable way
2.To disseminate experience & best practices to be used for sustainable management of the river basin
3.To forge networking of CBOs? for conservation of Lam Ta Khlong

Activities to be carried out under project:

1. Identifying and surveying concerned data & information to be use in the activities
2. Launching capacity-building activities:
- seminars , workshops and open forums
3.Put into practice: chemical-free agriculture, community garbage banks, household waste treatment pits, monitoring water quality by modern technology and local knowledge
4.Formulating curriculum for dissemination and outreach

3.Youth-for-Lam ta Khlong Group

Anticipated results of project:

Emergence of the followings:
- 90 families practicing organic farming
- 10 community waste disposal system
- 90 waste treatment pits
- additional 6,000 trees for 6-km long along the Lam Ta Khlong
- 300 members of volunteer network for Lam Ta Khlong

These facilities would be models for other communities to learn.

Project Characteristics and Results

Significant Participation of Indigenous Peoples

By an ILO Convention,target population is indigenous people.

Gender Focus

No specific planning for gender issue, every group was provided with equal opportunity.

Emphasis on Sustainable Livelihoods

Proposed activities concern daily livelihood of target community, such as, agricultural practice and community waste disposal

Notable Community Participation

The project was a result of open forum organized by a civil society who has been carrying out conservation activities in Nakhronratchasima Province.

Capacity - Building Component

There are capacity-building activities required to fulfill proposed demonstration activities.

Promoting Public Awareness of Global Environment

There is an activity on formulation of local cirriculum and on dissemination of experience and lessons learnt.Bsides,upscaling of activities to cover the entire river system is being under investigation.

Project Results

Completion reports received on June 18 , 2004 , with following immediate outputs and results:

1. Active participation of target populations , detailed data & information and emerging overall
implementation plan for future activities
2. Gradual adaptation of agricultural practice from chemical to organic by target population
3. Satisfied demonstration of household waste treatment pits and community garbage banks
4. Emergence of 20 environmentally able community leaders

Participatory Evaluation: (Conducted on May 23, 2004)

Participants: 121 participants from TAOs, community leaders, project leaders, fundamental public health volunteers and peers from concerned organizations

Methods: Half-day meeting in which ,objectives, undertaken activities and results were put forwarded for discussion followed by filling up questionnaire

Impact:

1. Increased numbers of waste water treatment pits to 18 , garbage banks 8, toxic-free agricultural demonstration plot 3
2. Chemical-free agricultural practice produced its effects upon surrounding communities who exhibited keenness in replicating.

Future Plan:

1. Registering chemical-free group, youth-for-Lamtakhlong group and community environmental group as members of Korat Health Promotion Network, Provincial Organic Agricultural Project, and Korat Chemical-free Agricultural Network
2. Participating in Bodily Check for chemical residue
3.Promoting an educational centre for chemical-free agriculture
