Biofuel from Warmia fields
Long-term energy policy of EU and Poland is pointing in bio-fuel contribution from various agricultural crops where rape-seed oil is one of the most important as a part of strategic solution vis-a-vis threat of depletion of conventional fuels, but with the main aim of pollution reduction. It is also a part of a long-term agricultural policy where in Poland many hectars of cultivated land should be devoted to afforstration schemes or other, non-agricultural activities.
Project of small scale agro-refinery has three main objectives: 1. Construction of small agro-refinery producing bio-fuel based on rape-seed-oil cultivated locally and feasible for village tractors. 2. To lower agricultural production cost and to avoid monopolistic prices from oil companies to - a model of independent farm relying on own resources.3 Activization of rural areas through demonstration of good solution based on farmer's cooperation and reducing cost of food production, replacing prevailing model of the lack of cooperation and duplication of varios machinery on a village level (frozen capital).

Capacity - Building Component
Bottom-top approach in project designing, preparatoion and implementation;what failed with original POLBIOM project (POL/00/23, POL/01/33 here was demonstrated as a clssical example and very positive one
