Toward Food and Energy Self-Sufficiency by Strengthening Community-based Economy Network and Sustainable Livelihoods in Bali
Project development Goal:
To increase life quality in four villages by strengthening foods and energy self sufficiency in Pelaga, Sibetan, Tenganan and Lembongan, Bali

Project Objectives :
1. To strengthen institutional capacity among communities in managing natural resources and environment
2. To develop a model of community-based economic and village-based tourism in Bali to address ecological, cultural and economic challenges of Bali-post bombing
3. To document and disseminate information about the lessons learned of developing a village-based economy that keeps the balance between environment services, gender equality, cultural identity and resources utilization
4. To decrease women?s burden and energy to meet household and adat (customary) works

Expected output :
1. A model of community-based economic linkages, village-based tourism and resources management
2. A demonstration plot of organic coffee plantation and production (from cradle to grave principle: planting, picking, drying, packaging and delivery)
3. One unit of solar tunnel dryer installed in Pelaga, coffee village, and village team members were trained for trouble shooting and maintenance
4. Community-based clean water supply simple piping installed in Tenganan Adat Village and establishment of water user group
5. Seaweed farmers in Ceningan were trained and post-harvest product ready to market
6. Demonstration plot of community-based local species botanical and ritual plants garden established in Sibetan
7. Lessons learned and action plans for follow up in four project sites documented in writing and electronic version
8. Workshop and exhibition for capacity building conducted and participants implemented the commitments.

Activities to be conducted:
1. Program Preparation
During this phase, Yayasan Wisnu would convene and reiterate commitments to carry on the project while confirming contribution from each village. Job description and coordination line will be laid out and discussed to obtain the same perspective among project participants. Yayasan Wisnu organize the meeting. Expected results from this phase include action plans, shared vision, coordination lines (among stakeholders and project participants) and commitments among communities and staff of Yayasan Wisnu to carry out the action plan.
2. Workshops to enhance village Organization Management (Capacity Building)
Series of workshops will be conducted in four villages to improve community?s institutional capacity skills. Communities identified the needs to strengthen the adat village organizational structure through democratic organizational skills, improvement of local knowledge/technology, awareness of ecological threats, sustainable resources management and sustainable livelihoods issue. Expected results: formation of cooperatives executive council; emergence of organizational skills tested; action plans of each village agreed and adopted.
3. Development of village-based economic linkages and network among four villages
Using own funds, community in-kind contribution and SGP grants, Yayasan Wisnu will organize series of strategic meetings, exposures, and cross visits to waive stronger networks among the four villages. The activities will take place during the implementation phase to ensure the establishment of agricultural harvest distribution, tour and travel agent, and cooperatives. Quarterly meeting among share holders will be organized by Yayasan Wisnu.
4. Data collection and development of village-based information system on ecological, tourism, and economic issue
This project was initially designed for ecotourism but was modified due to Bali-October bombing. The rate of incoming tourists declined and eco-tourism in many ways can only work as side source of income. Wisnu will use the low period of tourist seasons to collect data for village tourism development among the four villages. This activity was scheduled to start in March 2003 and goes through out the project implementation. Expected results include documentation of information relevant to village-based tourism in each village; web-based information; village information center; exhibition.
5. Installing affordable clean energy technology for coffee production in Pelaga
The community of Br. Adat Kiadan plan to install a solar tunnel dryer to process organic coffee beans. Coffee farmers hope that the technology would quickly sun-dry coffee beans and improve the quality of coffee produce from the village. Expected results: good price of coffee beans, decrease production time, more time for male and female farmers to enhance institutional skills for instance to work on village tourism issue and educate children.
6. Development of community-based ritual plants/botanical garden in Sibetan
Sibetan is a debt-driven village after the fall of snake fruits (salak). The communities have long forgotten how to cultivate mix garden and rice fields. With this program, the community intends to maintain the initial phase of land preparation and tree planting on designated land. Food and rituals for Balinese are the core of life rhythm which can cost a lot for poor communities like Sibetan village. The ritual plants garden will help women save some monies and cut the needs to generate debts from local money lenders and food stalls. In the long run, the botanical garden containing mostly with ritual plants as part of daily village life will be the main attraction for visitors (who mainly came for the Sibetan indigenous snake fruits that lost market value due to competition with cheap snake fruits from other regions).
7. Establishment of water users group and clean water supply for Bali Aga indigenous community of Tenganan
Tenganan suffers from sudden drop of the visitors since October Bali bombing. Community identified that life quality decreased, water is getting scarce and health problems increase. The indigenous peoples of Tenganan will install clean water supply to meet the needs for communities and incoming tourists visiting the village and its community-based protected forest. The community will convene with other subak and banjar system to discuss water arrangement. If successful, women and children will not have to spend 2-3 hours to carry a bucket of water from the spring to home. Although the adat institution is strong, the villagers plan to strengthen water users group to ensure maintenance of water supply pipes and distribution.
8. Training and development of seaweed cultivation in Nusa Ceningan
The community of Nusa Ceningan will conduct seaweed post harvest treatment training as part of integrated small island management. Main occupations of the population are fishers and seaweed farmers. The community hopes that they can have skills to treat their seaweed and better access to market through the village-based economic network.
9. Revolving fund for working capital
The communities in four villages identified the need for working capital to market the products from their villages. Wisnu as a secretariate of Village Economic Networks (JED) is one of the hub outlet near Kuta. To perfect the quality of villagers? product and deliver the goods to customer buyers, the cooperative groups and credit unions in four villages need working capital. The fund will be partially used to cover initial costs to distribute goods and inter-trading among the four regions. A business plan will be developed accordingly and JED executive secretariat, WISNU, will ensure the mechanism of repayment.
10. Evaluation and monitoring
WISNU and JED have been practicing participatory monitoring and evaluation. The plan is to conduct three monthly monitoring and six monthly formal evaluation of project implementation. The results of monitoring and evaluation will be used as considerations to improve and adopt recommendations for future project implementation.
