Community-based Conservation Management of Coral Reef Ecosystem in Hari Island
Project development Goal :
To maintain the healthy of coral reef ecosystem for local community welfare in Hari Island.


Project Objectives :
1. To restore degradated coral reef flat in Hari Island through reef transplantation and translocation techniques and constructing artificial reef.
2. To increase community welfare through creating productive activities ? environmental friendly.
3. To raise awareness on meanings and significance conservation of coral reef, and involving community in all level project activities
4. To develop management information system in supporting the efforts of management conservation of coral reef ecosystem, campaign, and decision making process.

Expected output :
1. A model of community-based coral reef management
2. A demonstration plot of reef restoration through implementing transplantation and translocation techniques and artificial reef, and its as an effort in maintaining the healthy of coral reef ecosystem
3. A model of marine sanctuary that agreed and managed by local community.
4. A participatory monitoring system for maintaining the healthy of coral reef ecosystem.
5. Productive activities -Environment friendly sound ? was created as an alternative income for local community
6. Established management information system in supporting to community-based management of coral reef ecosystem.

Activities to be conducted :
I. Consultation and coordination
During this project phase, the following activities will be conducted:
1. The project will produce a Program Information Kit to be used in coordination and consultation of the project
2. Coordination and consultation of the project, in the form of kampung level meetings and a road show to the relevant government and non-government (including business community) to gather support and participatory design the implementation of the project.
3. The raising awareness implement by using audio visual while road show.
II. Empowering people
The target of empowering people was initial/existing groups of people for conserving reef ecosystem. Then, capacity building for those groups in developing structure and mechanism and relevant agreement. Development parameters and conservation measurements for monitoring and creating model of patrolling system. Also, an organised people (10-15 people) for creating alternative income through productive activity.
III. Coral reef management
This will include:
1. Mapping of Habitat. Using Participatory Action Research and Mapping, the resource will be mapped and delineated the zoning system, designed location for restoration, marine sanctuary, and to develop management plan of those areas. Then, the draft management plan will be consulted to public via village meetings, and establishing an agreement.
2. Restoration; transplantation, translocation, and artificial reef. On the job training for restoration purpose will be conducted. This conclude introduction of transplantation and translocation techniques to the groups and field exercises. At least one designated area to be recovered by transplantation and/or translocation and artificial reef in each village. Then, development monitoring system and team building.
3. Marine sanctuary zone. The designated sanctuary zone consist of recovered area and remaining good coverage of coral reef. YARI facilitate the local community in arrangement of agreements in term of community-based management, and developing patrolling system.
4. Participatory monitoring. All the project activity will be monitored together with community. For coral reef monitoring consists of:
a. Developing indicators for conservation and produce a manual
b. Training of monitoring techniques.
c. Regular monitoring.
d. Data analysis and reporting.
5. Management Information System. Beside, as a repository data of the whole project activities, this system generate media with many purposes, for instance support material for raise awareness, tool for decision making, business information, and community information center, as well. To support the advocacy, the information system will provide: (1) Developing of an effective communication strategy for the public, (2) Documentation of lessons learned to be used in other areas and advancement of the endeavor, and (3) Media Outreach. It is understood that the whole process of the project is very valuable in context of coastal and marine issues in Indonesia, especially on empowerment of reef fisher communities and addressing destructive fishing problems. The project will package the documentation of the process as books, learning module, and audiovisual media.
IV. Alternative Income Generating
To eliminating the use of destructive fishing gear, fishermen will be facilitated with non-destructive fishing gear and improving fishing technique by implemented the Fish Attraction Devices (FAD). Working capital for those activities will be serve and it should be managed through the revolving fund scheme. Each type of business completed with business plan with simple business analysis. The success of the program will then be replicated in other villages within the capability of the project, especially the neighboring villages.
