Demonstrating Sustainable Community based Management of Solid and Bio-Medical Waste

Project Characteristics and Results

Inovative Financial Mechanisms

A Credit Cooperative has been established under the project servicing the credit needs of the ragpickers. The Cooperative is managed by the Federation of the ragpickers and the groups have contributed towards forming the corpus fund. The cooperative also takes care of the life and health insurance of the ragpickers.

Replication of project activities

A contract for total sanitation for two wards of Patna has been awarded to NIDAN by the Patna Municipal Corporation from 15th October 2005. Other SGP project partners working with solid waste management under the MoEF-GTZ Eco-cities program have also visited the NIDAN project and has adopted the model for replication their respective areas.

Policy Impact

Advocacy has been one of the mainstays of Nidan?s efforts. While focusing upon community contribution for cleanliness and livelihood of rag pickers, Nidan continued to advocate for policy changes at the Municipal levels for involvement of rag pickers. As a result, the Government of Bihar began moving the Municipal Corporation towards this and the Patna Municipal Corporation has awarded a contract for total sanitation for two wards of Patna from 15th October 2005. The contract is of Rs.75,60,000.

Policy Influence

Contract with the Patna Municipal Corporation: Advocacy has been one of the mainstays of Nidan?s efforts. While focusing upon community contribution for cleanliness and livelihood of rag pickers, Nidan continued to advocate for policy changes at the Municipal levels for involvement of rag pickers. As a result, the Government of Bihar began moving the Municipal Corporation towards this.

Project sustainability

Nidan started working with 50 households and has now scaled it up to 2000 households and organized them into Community Based Organisation, Self Help Groups and Co-operatives. Around 40,000 poor have been organized in five districts of Bihar through the project. The project has made credit and thrift accessible to the Safai Mitras (ragpickers). Around Rs.2.5 crore has been disbursed as credit and Rs.90 lakh has been mobilized as savings in the last 3-4 years along with promoting social security for more than 20,000 people. 10 crèches are functioning, 300 linked to maternity scheme within the solid waste management program. This is the first time that the poor Safai Mitras have benefited from social security schemes. A collective enterprise of workers was promoted. In the city of Patna, Nidan has made a group of 30 Safai Mitras and formed them into an informal society, viz., Swachdhara. The society is managing the payments, work contracts etc. for the members and has eveolved as a sustainable organization.

Notable Community Participation

The core of the project was to enable an interface between the neighborhood groups and the civic bodies and to supplement the work of municipality. The project demonstrated people?s willingness to pay for improved services in that area, and carry over the model to other parts of the city with complete community participation. Committee of residents responsible for overseeing the functioning of the garbage collection and disposal in both the municipal wards have been formed.

Capacity - Building Component

The project has a strong emphasis on capacity building at various levels. Educational material has been development and disseminated through meeting, wall writing and other means of IEC. Training for trainers and rag pickers has been organized for segregation of garbage at the household level and designing appropriate trolleys for collection of segregated garbage.

Planning non gef grant

The project has been adopted by the government of Bihar as a successful model in Municipal Solid Waste Management and the Patna Municipal Corporation has awarded a contract for total sanitation for two wards of Patna from 15th October 2005. The contract is of USD 168,000 per year for five years. NIDAN has up-scaled the effort from 250 households to 2000 households and will further up-scale it to 10,000 households over the period of next 5 years.

Promoting Public Awareness of Global Environment

The project has demonstrated the management and the feasibility of municipal solid waste and hospital waste management through community participation in two pilot areas of Patna city. Organized and targeted public awareness campaigns have been used as a vehicle for the successful demonstration and impelmentation of the project. This has resulted in wide scale awareness amongst the community regarding waste management and replication of the model to other wards in the city.

Emphasis on Sustainable Livelihoods

The project has organized the rag pickers into groups to take significant steps towards improving their working conditions and the quality of their lives. A 50 kgs capacity recycled paper plant has been established in Patna and marketing channels have been established for profitable selling of the products. A Credit Cooperative society of the ragpickers has also been set up to cater to cheap credit and social security needs of the ragpickers.

Gender Focus

The project worked with ragpickers and laid special emphasis on the economic and social empowerment of the women involved in ragpicking. Emphasis was also laid on increasing awareness about education, social security and livelihoods within the families of the rag pickers.
