- The project was adopted into the provincial strategy and received full support from the Office of
Environment Region 4
- Availability of data and information regarding water quality and sources of pollution
- Emergence of the two-year plan as continuous activities
- Emergence of Water Watch of 35 members from seven schools
- Compilation of water quality in term of DO to report to the Provincial Natural Resources and
Environment Office
- Demonstration plot for natural farming in each participating school
- Two dissemination materials: one on the World Environment Day, the other on the exchange of
experience in Cha Choeng Sao Province
- Week-day Radio Programme ?Guardians Meet Teachers? airing water quality and respective
environment situation
2. The project was last visited on June 1, 2005 , by the NC and 29 members of the United Nations Association of Singapore and Raffele Junior College of Singapore , with following findings and observations:
The show & tell took place in three successive places: the Phayuhakhiri Kindergarten School, the Chaophaya riverside and two plots of participating farmers. The playground of the kindergarten was turned into a meeting place for project members and the visiting team. Background of project, objectives , undertaken activities and some immediate output were related with photos, compiled reports and dissemination materials. Some project outputs such as organic starting solutions and chemical-free products were being put on display. Members of the visiting team was observed to engagingly interact with project members, mostly students from 13 participating schools.
Demonstrating their capacity on monitoring water quality, a group of students led the visiting team to the riverside then conducted water quality monitoring process, a commitment participatory schools had to fulfill twice a month.
Two agricultural plots of project members in the vicinity were then visited where integrated gardening, integrated pest management and organic farming were successfully practiced.
This project had very well been recognized by the governor of Nakhornsawan who had continuously provided both technical and institutional support to the projects. The NC had related the possibility of scaling-up / consolidation with a year-6 SGP project which also worked to address the degradation of the about 150 km downstream.
3. On July 28, 2006 ,the NC was invited to participate in closing ceremony and experience sharing forum in the project location. The report is as follows:
A portion of premises of Wat Phrapranglueng School was turned into exhibition area where nine out of 12 participating schools and Office of the Provincial Natural Resources and Environment put their posters, photos and other project products for dissemination. There were over 200 persons comprising students, staff , community leaders and representatives from local concerned government agencies participating in the event.
In addition to the exhibition, open discussion was being conducted in the school meeting hall , starting with the opening by the Director of the Provincial Education Office Area 1 who confirmed that one of the very important indicator for education evaluation of an academic institute was environment, implying schools in the Area had to have an environmental plan, put it into practice and reach out to others in a form of networking. The word GEF SGP and UNDP were being mentioned several times during the discussion.
The NC was given one hour to convey a message on global natural resources and environment which he closely conversed , share experience with the audience and encouraged them to play a part in reversing the degradation of their immediate environment. A video of four back GEF SGP-supported projects was also shown.
The highlight of the event was apparently the open forum where all were encouraged to speak up about the current environmental threat and how to deal with them, especially on the ecosystems of the Chaophaya at the portion where they depended on for livelihood. Several participants expressed their concerned and demonstrated related capacity . Representatives from the provincial government office seemed to be very helpful in giving both technical and institutional advice. Every issue and suggestion were recorded after which they would be proposed to the two responsible municipalities for future concrete action in dealing with community waste management and other environmental problem in the area.
From morning till late afternoon, the event went smoothly , the participants looked satisfied. Within one month, the grantee would compile the completion report in detail for consideration of the NC and further process.
4. The completion report was received on 25 October 2006 , 20-page write-up, with photos and other related documents with following details:
Activities carried out :
1. Compiling and analyzing data on factors affecting the quality of the river, through participatory approach
2. Convening workshops aiming to formulate action plans
3. Conducting study tours to build capacity of target population
4. Launching the following activities:
? River Watch by school network
? Monitoring water quality by the River Watch team
? Publicizing obtained concerned data for further action
? Promoting Integrated Pest Management in schools and communities
? Youth Camps
5.Issuing fortnightly dissemination materials
6.Organizing open forum on 28 July 2006
Results:
1. Emergence of the followings:
? Computerized data & information required for the formulation process of action plans
? 120 project members undergoing capacity-building process and demonstrating increased
capacity through real practice
? 25 members as the River Watch Team from three participating schools
? Monthly computerized overall data on water quality in the river and connecting
environment situation
? Disseminated data on water quality for concerned sectors every four months
? 30 more farmers being added into the network
? Five schools practicing the Integrated Pest Management
2. Eight sets of dissemination materials
3. At least 120 persons from government agencies, organizations, schools and
entrepreneurs participating in the forum
Dissemination / Public Relation of Project:
Occasionally , project activities were disseminated through Khon Tha Nam Oy Community Radio and
the Web Site of the Education Area Office of Nakhornsawan Province
Participatory Evaluation: On July 28 , 2006
Participants: 139 persons comprising project leaders , teachers and students , community
members and representatives from government agencies ( Nakhornsawan Provincial
Environment Office)
Methods: Open forum where participants ,after listening to undertaken activities , immediate
results , problems and issues, were encouraged to share thoughts and ideas.
Summarized ideas for future transaction to sustainable protection of the river were
submitted to representatives of two municipalities in the area and Regional
Environment Office 4 Nakhornsawan
Impact: 1. Target population showed increased conservation awareness, especially, those
whose livelihood depend upon farming. After project completion, more chemical
farmers turned to practice organic farming. Primary target population reached out
to others continuously. There were 25 members in Baan Khao Sanangsong initiating
community enterprise to produce toxic-free rice and two members toxic-free
vegetable.
2. The project was incorporated into the plan of the Nakhornsawan CEO Governor
with the title ? Upper Chaophaya Conservation. The plan would ensure continued
activities and reaching out to other schools and communities situated along the
rivers
Future Plan: Since the issues of degradation of the rivers involved lack of awareness in the first
place and law acknowledgement and enforcement in the second, the grantee planned
the followings , after the completion of the project:
1. By resorting to collected data of weak and strong points of the project, a
curriculum on knowledge management in academic institute would be formulated. The
curriculum would stress on conservation of the Chaophaya River.
2. Promoting schools to summarize lessons learnt then transfer to community members
3. Coordinating with local administrative organizations to initiate conservation
projects and applying for financial support ,as well as drafting regulation for further
enforcement.
4. The grantee and its network would keep on with collective conservation activities
