Rehabilitation of Natural Resources in Watershed Area

Once rich in natural resources,watershed area of the Nan River at Ban (village) Kiu Muang has been,for generations, playing life-supporting role ,especially in term of self-sufficient agriculture. After five decades of modernization, the area has been degraded through unavoidable deforestation chemical substance application and introduction of machinery. There seems to be no regulations to decelerate these land-degrading activities.

Together with community members, the Hug Muang Nan Foundation had developed a project to rehabilitate the degraded land by promoting sustainable land use reducing imminent threats upon the watershed and its ecosystems. Integrated farming with minimal chemical substance, alternative environmentally-friendly occupation, and promoting community participation in management of natural resources and local environment are all important activities contributing to the rehabilitation process.

Project participants and/or beneficiaries:

1.The Santisuk District Office of Primary Education provides pre-existing facilities for the project to use. A premises of the office is being used for training and data & information centre for community forest network of Nan Province.
2.American Peace Corps supports personnel to work with community members.
3.NEF together with Non-formal Education Centre of Nan give financial support to build community library
4.The Hug Muang Nan Foundation support activities of open forums for formulation of rehabilitation plan

Activities to be carried out under project:

1.Conducting open forum to analyze problems and issues for the formulation of community plan
2.Supporting fire-break demarcation
3.Conducting study tours on highland cultivation
4.Conducting highland integrated farming and processing of forest product
5.Conducting geographical and community-based survey
6.Summarizing lessons learnt on community forest management

Anticipated Results/Immediate Output of Projects:

1.Clear strategy for the formulation of rehabilitation & conservation plan
2.Reduced frequency of wild-fire and emergence of volunteer group
3.Members learning and practicing highland cultivation
4.Increased per capita income per year based on the current figure of Baht: 9,000:/

Project Results

I. The project submitted progress report on 13 July 2005 , 25 pages with photos , summarizing immediate outputs of activities as follows:

1. Clear strategy for the formulation of rehabilitation & conservation plan as well as action plan
2. Reduced frequency of wild-fire and emergence of volunteer group
3. Members learning, especially traditional ,local practices and practicing highland cultivation
4. 48 members from 27 families gaining from these activities through non-agricultural sector income
at Baht: 1,800-2,000/ person/month
5. Wider public being reached out and aware of current environment situation
6. Mobilized resources from service rendered by the centre
7. Emergence of natural learning network and community, regional and national level

II. The completion reports were received on March 23, 2006, and summarized as follows:

Activities carried out :

1. Conducting open forum to analyze problems and issues for the formulation of community plan
2. Studying baseline information on ecosystems and community status on forest use
3. Conducting study tours on highland cultivation
4. Conducting open forum to assess lessons learnt on management of community forest
5. Supporting fire-break zone
6.Conducting highland integrated farming and processing of forest product
7. Conducting geographical and community-based survey
8. Summarizing lessons learnt on community forest management

Results of Projects

1.Increased capacity of 60 community leaders witnessed through the ability to formulate rehabilitation & conservation plan
2. Initiated cooperation with concerned public and private sectors such as TAO, PAO and Provincial Natural Resources Office , leading to joint planning of action plans
3. Increased capacity of 14 project members on ?community study? , resources inventories and status, and tradition practices on sustainable forest management
4. Increased capacity of 48 project members through capacity to adopt and practice what were learnt on highland cultivation as well as community savings
5. Emergence of Forest Protection Fund being continuously supported by TAO , and relevant regulation
6. Apparent reduction of forest fires
7.Increased per capita income per year by Baht: 24,000
8.Wider public being reached out and aware of current environment situation
9.Mobilized resources from service rendered by the centre
10. Emergence of natural learning network and community, regional and national level

Participatory Evaluation: Conducted on March 2005
Participants: 57 project members/beneficiaries in project location
Methods: Open forum for community leaders and various occupation groups to partake in the
process where assessment of results from each undertaken activities were put for
discussion. The activities being discussed were threefold: rehabilitation of
environment,livelihood development and capacity of community leaders

Impact: 1. Upon environment: The indicators of success on forest management, by 24 members,
were witnessed through reduction of illegal logging, forest fire and forest encroachment
which subsequently produced effects on year-round availability of water for
consumption. In addition, it was evinced that some species were returning into the
ecosystems thus benefiting community members
2. Upon Livelihood: The indicators of success on alternative livelihood to reduce
threats on ecosystems, by 20 members,were witnessed through continuity of activities ,
market access and replication. In addition, there emerged fund for occupation
development for new practitioners- result of capacity to return the borrowed fund.
3. Upon Capacity of CBOs: The indicators of success on this, by 18 members, were
witnessed through ability to manage its own group in launching rehabilitation activities
such as demarcation of fire-break zone, establishment of community regulations and
plans in cooperation with responsible authorities.

Future Plan: 1. Developing modality of community forest management into holistic learning centre
for wider public
2. Establishing Nature Study Trail to study ecosystems within the community forest
3. Formulating plan to manage the environment to be submitted to TAO for additional
supports
