Demonstration and Promulgation of Energy Saving in Condominium Objects of Almaty
Kazakhstan, that is a party to the international treaties concerning prevention of the climate change, is the largest source of the greenhouse gases discharge in the Central Asia. The latter circumstance is stipulated by the fact that because of its climatic conditions Kazakhstan consumes the immense volume of heat energy (hereinafter abbreviated as HE). The cities and towns account for more than 60% of heat energy and therein a portion of the residential sector in terms of the heat consumption amounts approximately to 80%. Almost 50% of the heat demand of Kazakhstani cities and towns is satisfied at the account of the SHS, which, unfortunately, has low efficiency due to a number of reasons.
The world practice shows that if efficiency of the SHS systems increases and heat preservation measures are taken in the objects where SHS has been operating, then the fuel consumption decreases, cost of the heat energy drops and, accordingly, payment for heating and hot water reduces as well. Simultaneously with the decrease of the fuel consumption the reduction in the discharge of the greenhouse gases takes place and hence, the adverse impact on the climate change is decreasing.
The project goal is to demonstrate the possibility of more efficient use of heat energy in the condominium objects in Almaty through active partnership of the public associations, COAs, residents, commercial organizations and governmental authorities (Akimats). The project objectives are: i) implement the demo system of increasing the efficiency of the heat energy use in the condominium objects of Almaty through active participation of all interested parties, ii) promulgate positive experience among the residents of the apartment houses and condominium managers. Familiarize with the results of the performed actions concerning installation of the automated systems for registration and regulation of the heat energy for the purpose of energy saving in the demo condominium objects, iii) on the basis of the results obtained under the Project to lobby the development of the organization scheme concerning implementation of the energy-saving systems in the condominium objects of Almaty through Akimat and respective public utilities.
Expected outcomes:
-Actual demonstration of benefits from implementation of the energy-saving systems in a number of condominium objects of Almaty;
-Representatives of COAs and Almaty general public will be adequately informed about abilities of the up-to-date energy-saving technologies;
-The organization scheme concerning implementation of the energy-saving systems in the condominium objects of Almaty will be developed;
-The justified calculations and proposals for development of the mechanism to cover the expenses on installation, technical maintenance and calibration of the automated system of heat registration will be prepared jointly with Akimat of Almaty for further implementation.
