Gariya Integrated Ecosystem Management and Integration of San people.

Gariya Community seeks to implement an integrated programme that focuses on addressing the challenges of shortage of water for livestock and wild life in Tsholotsho District. This involves the rehabilitation of Gariya Dam which is currently dry due to siltation. The group will also engage in the rehabilitation and protection of Manzamnyama Catchment which has become seriously deforested and degraded.The project also seeks to address the [problem of food security and income generation through nutrition gardens.The project will be located around Gariya dam which benefits 5 wards namely ward 1, 7, 8, 10 ,and11 through livestock and wildlife watering and water for domestic uses.

Objectives of the programme include,
to improve the capacity of Gariya community to manage the project through the establishment of Gariya Development Association, to improve the availability of surface water through rehabilitation of Gariya dam in order to ensure availability of water for livestock, to equip communities with skills on how to manage Manzamnyama catchment together with engaging in activities that include re-afforestation, gully reclamation, enrichment planting, grazing management and planting of vertiva grass and to improve the community's income and livelihood levels through gardening, fish-farming and small grains production together with, documentation of lessons learnt from implementing the Gariya programme useful for information exchange and replication.

Project Characteristics and Results

Gender Focus

80% of the community are women whol play a pivotal role in project planning, implementation and the decision making process. In the leadership committees there has been a deliberate effort to have an equal representation of both men and women.

Notable Community Participation

Community participation hinges on the fact that they initiated the program and have already come up with their work plan to implement activities outlined in the project document. The community has also set up the Gariya Development Association which has representatives from the participating wards to co-ordinate programme activities.

Emphasis on Sustainable Livelihoods

Rehabilitation of Gariya Dam will improve availability of surface water which is key to the sustenance of wildlife. This will improve the range and number of wildlife thereby increasing hunting quotas through campfire programme. This will help to generate revenue for livelihoods improvement. As water becomes available, it will be used for sustainable agriculture which will improve livelihoods for sedentary households and San people.

Promoting Public Awareness of Global Environment

The Gariya community projects contributes towards raising awareness on biodiversity and land degradation focal areas. Through this programme the recipent communities have become aware of the interelatedness between the water ecosystem and the survival of the wildlife, the forests and their own initiatives. Before te initaiation of this project, the dam has been left unattended together with the canals and have been silted.

Capacity - Building Component

The integral element involves capacitating the Gariya community to manage their program and integrate San people. They will get technical support and skills transfer on desilting, gulley reclamation and enrichment planting of indigenous and exotic trees and grasses.

Significant Participation of Indigenous Peoples

The project seeks to integrate the San community with the rest of the people in the Gariya area. The San people are marginalised and were always left out on mos tof the development activities int he area and neither have a voice or helping hand. This has resulted in poor livelihoods and poor living standards which this project will help to redress.

Inovative Financial Mechanisms

This programme is being implemented in partnership with the Desert Margins Programme which is a medium sized GEF programme. Desert Margins is complementing the activities funded under SGP through cash contributions for the carrying out of baseline surveys, funds for rehabilitating the canals and for small grain production for the San community.

Policy Impact

This project will have an impact on policy starting from the local level especially in the integration of marginalised groups like the San people to ensure that they are in the mainstream of development activities. The other area that this project seeks to influence on policy is on how communities can leave in harmony with their wildlife and the need to ensure the mantainance of an ecosystem balance. This community is going to work with the Ministry of National Parks and Wildlife especially on how they can manage the wildlife, together with lobbying for the procceds realised from Campfire to reach the intended beneficiaries.

Project Results

The project was completed. The project results attained were

i) Formation of Gariya Development Association which has representatives from all the three wards which provides overall supervision and guidance on programme activities
ii) De-silting of Gariya Dam and the rehabilitation of the dam mouth
iii) Two canals supplying water to the pans for wildlife and livestock rehabilitated
iv) Degraded areas of Manzamnyama catchment identified and reclaimed.
v) San community involved in horticultural production and sustainable agriculture for the improvement of their livelihoods.
vi) Lessons learnt and experiences on the implementation of Gariya programme documented and shared for replication in other wards

The challenge of completing the desiltation process at the intake and outlet canals require more funding than what is currently available.
