Serzhong Water Supply and Forest Conservation Project to be implemented by Kuenphen Tshogpa (KT)in Mongar Dzongkhag for water supply to Serzhong Community Primary School (CPS), installation of Solar Lightings in CPS and installation of improved stoves in the CPS

Serzhong Community Primary School is located under Shermung geog in Mongar district. It provides primary education to 214 students from 14 villages consisting of 200 households. The community school is built by the local communities with their own contributions. The community school kitchen used traditional open stoves which consumed large quantities of firewood. There also was shortage of water supply and lack of electricity. Therefore, through SGP funding, the Kuenphen Tshogpa which consists of the representatives from the School, communities and with support from the District Administration, implemented the project to realize the following objectives:

1. Reduction of fuelwood consumption through installation of fuel-efficient stoves;
2. Improvement of water supply facility;
3. Installation of solar lightings for the community school;and
4. Plantation to improve the forest cover of the area.

Project Characteristics and Results

Gender Focus

All men and women and school children would be involved in the project implementation without any gender bias.

Notable Community Participation

Local people of Serzhong village gathered together and actively participated in formulating this project since its planning phase. local people were brought together to inform them about GEF/SGP and its activities.

Promoting Public Awareness of Global Environment

One of the project activities includes 'Environmental Education Workshop where 200 participation is expected. The RNR Extension Officer will privide technical support for implementation of this workshop. The content of the workshop will be the following: Environmental conservation where people would be explained about the global, regional, national and local level. About the scope for promotion o long term environmental conservation program.

Emphasis on Sustainable Livelihoods

The Kuenphen Tshogpa are keen to give their time and labour for environmental protection and to ensure sustainable livelihood for the community school, the local community and for themselves.

Inovative Financial Mechanisms

The local communities would be involved in carrying out the project activities throuh their participation, voluntary labour contribution and monitoring the project on a periodic basis.

Significant Participation of Indigenous Peoples

The local people of Mongar District would be participating in the project.

Capacity - Building Component

With this project, the school community kitchen would have fuel efficient stoves which would in turn reduce the use of fire wood. this would also mean that the parents of the students would not have to go far into the forest and spend hours collecting the firewood. With reduction of firewood the local forest would be saved, too.

Policy Impact

the project's objectives are in line of Bhutan's National Policy, its goals and objectives on environmental conservation and the people's participation in it.

Project Results

Serzhong water Supply and Forest Conservation Project.

Objectives:
To prevent deforestation and improve the living condition of local population by installation of improved stoves in Kuenphen Community Primary School, water supply and lighting to the Kuenphen CPS and plantation to improve forest cover of the area.

Installation of improved stoves done properly with concrete cement flooring for longer sustainability of the stoves. According to the monitoring visit report carried out by one of the NSC members, since the time the improved stoves were installed (June 2005), to date there was no complaint faced by the users (tour report 19.10.2006). It was 100 percent in working condition upon inspection and varification.

Reduction of Firewood:
Serzhong Community Primary School had a practice of collecting firewood four (4) times a year. The Headmaster had made a schedule of collection which was practiced prior to the installation of the stoves. The system of practice was implemented by the students and parents who had to collect firewood four times a year. The firewood was collected two times between the 10-20th February and two times during 1-15 July.

After the installation of fuel-efficient stoves, the students and parents had to collect only two times this year.

The total plantation of trees was 300 numbers, however, only 50% is surviving. The reason as sited was destruction by domestic animals as temporary fencing did not protect them, plantation area too wide for constant monitoring by school authorities, and another reason could be the wrong season. However, the Kuenphen Tshogpa (KT) is committed to carry out re-plantation and improve the survival rate.
