Cycling for Traffic Calming and Energy-Saving in Chiang Mai
Chiangmai is regarded as the only one large-sized city in Thailand that is falling short of efficient public transport system. Residents of Chiangmai and visitors are hardly convinced of an effective and sure way for transportation. Without pleasant and ample walkways ,and , safe and clearly established bike-lanes, personal car has always been the first choice and thing of necessity for daily travel. It is estimated that residents of Chiangmai are spending comparatively more time on daily travel than
residents of Bangkok.

At the end of 2003, there were 108,465 personal cars, 141,123 personal trucks and 681,549 motor-bikes in Chiangmai, . The figures are ever-increasing ,prompting higher and higher consumption of the fossil fuel and emission of CO2. This situation is evincing the country development direction is incompatible to the effort of the world community to reduce the emission of CO2 - a greenhouse gas causing global warming ,and subsequently climatic variance.

The promotion of using bicycle as a mean of daily transportation in Chiangmai Municipality, through provision of facilitating bike-lanes, more suitable traffic systems and persistent campaigns, are likely to add about 20,000 more unto the current legion of bicycle users of which 75 % is estimated as ones who used to commute by cars on a round trip of 20- km/day basis with in the two-year of project implementation. The respective amount of CO2 being avoided would be 290,224 tons on an annual basis.

Project participants and/or beneficiaries:

1. Chiangmai Municipality
2. Department of Pollution Control
3. The Office of Public Work and Urban Planning
4. The Chiangmai Office of Highway

Activities to be carried out under project:

1. Producing manual of safe bicycling
2. Conducting training of youth and interested individual and putting into practice
3. Surveying & locating ?green routes? for bicycling then publicizing to encourage the use of these
routes
4. Establishing voluntary mentoring groups to train and mentor new bike users until the stage of
adequate experience and self-confidence
5. Providing model bicycle parking facilities with accessories
6. Launching campaigns through mass media, web site , and other documents

Anticipated results/Immediate Outputs:

1. Emergence of the followings:
- 2,000 sets of bicycling manuals
- At least 500 persons being awarded with certificates
- At least 10 green routes per year being located
- Green routes maps for dissemination to both privates and public sectors
2. At least 15,000 car users adopting bicycle as a commuting mean
3. Participating people organization and government offices replicating and providing appropriate
parking facilities in their respective premises
4. Emergence of a centre and network for sharing information on bicycle use ,monitoring &
evaluating and further modification of the project
5. Estimated 290,224 tons of CO2 being avoided on an annual basis
