Capacity Building in the Area of Climate Change
The project aims to strengthen capacities of NGO?s, business and government to meet challenges of climate change and to formulate adequate strategies and actions. The project covers training and awareness rising, information dissemination and lobbying for improvement of climate change policy.
The project will facilitate political dialogue on actions to be taken by different governmental institutions for effective climate change strategy. For this purpose the National Climate Change Committee will be activated through presentation and discussion of 2 position papers on strategic climate change documents (National Communication on Climate Change, National Allocation Plan for 2008 ? 2012). The newly establish Coalition of the Environmental NGO?s will be involved and supported in the project.
Planned project activities are:
· 2 information seminars for Lithuanian climate change stakeholders.
· A number of meetings and discussions on climate change policies and measures among NGO?s.
· A book on climate change will be prepared, published and disseminated to national, regional and local authorities as well as universities, libraries and NGO?s.
· Interested NGO groups will be periodically informed on the actual issues on climate change in the world, the EU and Lithuania by means of e-mail list and internet.
· In addition, the capacity of environmental NGO?s coalition will be strengthen via training session on negotiations and writing the position papers.
In general, the project will serve as the facilitator for cooperation and better communication between the climate change focal point and NGO?s, as well as will raise the awareness on climate change among the institutions and stakeholders involved in climate change issues in Lithuania.

Policy Influence
A number of meetings in CC policies and measures among NGO?s resulted in NGO position papers on strategic CC documents, such as Third and Fourth National Communication on Climate Change, National Allocation Plan for 2008 ? 20112 and updated Climate Change Strategy.
Capacity - Building Component
One of the main goals of the project is to build capacity of the NGOs in the area of the climate change so they would be able to participate in Political dialogue as well as to implement practical projects in this focal area.
