BIODIVERSITY CONSERVATION IN SIBALOM WATERSHED

The project area which is Barangay Danao in Leon serves as the headwater of the Sibalom river that straddles the political boundaries of the towns of Leon, Tigbauan, and portion of Oton. It was classified by DENR as timberland. Elevation ranges from 900 to 1200 meters above sea level. The terrain of the project area was observed to be very steep and gradually descending and forming a series of disconnected hills and valleys in its middle section. The Sibalom Watershed shall cover 100 hectares out of the 5500 hectares of timberland in Danao with patches of natural growth trees thriving along the Sibalom River and creeks.

Project Characteristics and Results

Inovative Financial Mechanisms

Funds of commitment of the LGU for the continuance of the project after its termination will be facilitated. This will be achieved through the inclusion of the plans of the Danao Greenhills Asso. in the Annual Investment Plan of two towns within the Sibalom River.

Policy Impact

The government and the people should understand that the concept of biodiversity/resource conservation should anchor on the hands of the local people and not from the ideas of "big government". Government should develop a more flexible set of tools to adjust to each situation, provide funds/incentives.

Promoting Public Awareness of Global Environment

The project is intended to redirect inappropriate strategies to "reforestation" that utilized exotic tree species. The project shall pave way to forest and wildlife habitat restoration - with the availability of native and endemic forest tree seedlings from community-owned nursery at the edge of the forest as well as the traditional farming practices on medicinal herbs to further intensify biodiversity conservation. The project will promote self-governance.

Significant Participation of Indigenous Peoples

The project will document the Indigenous Knowledge Systems and Practices to help the community in relearning through a systematic documentation of IKSPs.

Emphasis on Sustainable Livelihoods

The project will have a herbal plant propagation to improve the health and welfare of upland communities through re-appreciation of medicinal herbs and plants.

Capacity - Building Component

The project will help the members equipped with knowledge and skills in seeds and wildlings collection, on rights-based approach to environmental law, nursery establishment and the likes.

Notable Community Participation

The project will involve the community to enable them to express itself, recognize its resources and decide how to reach a desired quality of community life. They will come with farm plans among the 80 members and participate in the forest protection activities.
