Establishment of Environmentally and economically Sustainable Strategies for the processing of municipal solid waste in Ujjain

The city of Ujjain is a famous pilgrimage site for Hindus and considered as holy as one of the twelve Jyotirlingas of Lord Shiva is situated here. However, the facilities for proper management of wastes are currently inadequate within the city of Ujjain. The city has a problem of huge solid waste that is generated by six hundred thousand residents of the city and the large floating population of pilgrims. Due to lack of availability of proper management of solid waste, the city has become a pile of garbage. The purpose of the project is to find long term institutionalized solutions to the persistent problem of waste. The absence of concrete plans for garbage disposal is leading to degradation of land and general environment. The prevalent solid waste management practices are not meeting the standards set by Ministry of Environment and Forests. No segregation of waste is being done at the source and it is thrown on the streets. This waste then chokes the drains. There is no separate method for storage and collection of waste generated by institutes and industries. The transportation of waste is carried out by using open dumper and tractor trolleys. Vehicles are loaded manually.

Project Characteristics and Results

Promoting Public Awareness of Global Environment

A systemic functional set up has been made within the project by the institution. More than 18-22 meetings, seminars, workshops have been organized in the program in each of the three areas since last year. Small street plays, formation and strengthening of RWAs, involvement of colleges, schools, clean drives etc have been done in each of the three areas.

Notable Community Participation

In each of the municipal areas, the RWAs and the office bearers within the communities have been selected as members in monitoring the programs and although the titles have been given, the idea is more of social audit of the program. Different buckets etc have been linked for segregation at the source of garbage at the respective households. Capacity - Building Component

The project is working towards developing capacity and support systems within the Municipal Corporation, NGOs and other interested agencies in Ujjain, to sustain the spread and maintenance of proper waste management. The project has conducted trainings for the enhancement of local capacities of all the stakeholders, especially the rag pickers and the households. The rag pickers have been trained in setting up of a dry waste management system for the biodegradable waste and vermi-composting for wet waste. The RWAs have been trained in household segregation and household level composting. The rag pickers have been mobilized into SHGs and bank accounts are being opened for them for access to credit.

Emphasis on Sustainable Livelihoods

The waste management process will convert waste into wealth and increase the incomes of the rag pickers. The payment from the households, sale of vermi compost and other dry waste will increase and regularize the income of the rag pickers. Additionally, the establishment of a paper and plastic recycling unit will provide gainful employment to the women SHG members.

Project Results

The project has been able to identify three areas in the City of Ujjain in partnership with the MC and the District Collector (DC). The program has been given an identity as ?SWACHALDARA? and using a more participatory approach in the program, the base line has been developed in each of the 2 areas identified. Two areas have been identified in the city of Ujjain and in each area the resident welfare societies (RWAs) have been formed at Mahakaal Temple area and Mahananda Nagar. Garbage is being collected from 1500 households and household wastes are being segregated at source from about 500 households. The residents are paying an amount of Rs.22,000 per month for making the payments to the Safaii Mitras (SMs). Nearly 80% of the communities have started payments for the collection of the waste from their premises. The collection charges vary from place to place and are slowing beginning to take place on monthly basis from Rs.5 to Rs.20 per household/premise.

The project has presently arranged for 12 rag pickers and they are nearly managing 6-7.5 MT of waste daily collection through the handcarts. Nearly 75 % of the waste is wet waste. Although a small quantity is being composted, most of it goes to the landfills. The efforts are to make progress in recycling for global environment benefits. The MC and other related stakeholders have come forward in sharing costs and responsibilities in the program. The MC is keen to give the NGO more areas and support both in terms of collection and also in terms of infrastructure. The working conditions both at the common dump sites and of the rag pickers have improved vastly through the trainings and exposure visits.

A paper recycling unit is being set up through the women groups and also a plastic recycling unit is being set up to process the segregated paper and plastic wastes. More innovative practices of insurance, community contributions both in sharing costs and responsibilities are being practiced. Adequate care was taken in getting the involvement of women in the whole operation. About 70% (seventy percent) of the members of RWAs are women. Polythene and plastic waste is collected in the area on a weekly basis and is recycled. This also generates income for the safai-mitras. NGO also conducted voluntary drives of cleaning the area. The result is that one of the dumping grounds of Mahananda area has been salvaged and now it acts as a sports ground for the youth.
