Project implementation has planned as a partnership programme of the MCFSL, Participating MCs and local NGO, CBOs. The main role player in the planning, implementation, of the project activities are the community, school children and other interested parties on the project.

Project sustainability is assured by the involvement of the participating MCs to carryover the project activities after project period and institutionalizes the CBOs with the MCs. The local NGO (SEEDO) will extend and link their services to the CBOs after the project period

The project activities are detailed to improve and enhance the capacities of the MC staff and crew and community based organizations and strengthen them to sustain the project activities and improved service delivery of the MCs.

The project will have a direct impact on the service improvement of the participating MCs, as the waste and garbage management cost slash and improvement of the capacity and service level of the operations. It is assumed that the project activities will effect to reduce 40% of the SWM budget of the participating MCs in 2 year period. The impact at the beneficiary level will be at, individual level, household level and school level as they are the main target group of the project activities. The commercial and industrial community also will be link to the programme and the impact of the project activities will help to keep the city clean concept activated. It is expected that the 4 participating MCs will pass resolution in the Councils to declare the MC limits as Clean City area. This project will be regarded as a pilot programme for community owned garbage management programme in Sri Lanka and the impact of the project will direct the Govt. and the MC administration in other parts of the Island to restructure the policy of the waste and garbage management in Sri Lanka The project will research for the low cost waste and garbage management methods re-use garbage as income earning source for the urban poor and the poorest. The project will research for formation of new policy frame work for the effective and cost benefit SWM mechanism, both to the MC and the tax payer. The project will test and display adoptable and replicable good lessons learned for the other Urban Local Authorities and share experiences with them for policy change in Island wide.

The project will maintain the transparency to the project to the Councils and public. The project will start new policy dialogue to change the policy of waste collection and disposal Responsibility of the Urban Local Authorities to the community owned / participated waste management. The project activities will establish link with MCs and community to start this dialogue and home base waste management approach will activate the community to own the waste management problem as the responsibility of the community. The information of the successful stories will be shared with the other MCs and ULAs and therefore the new ideology will be well known island wide.
