Strengthening and Developing Les Initiative for Ornamental Fish Industrial Reform to Save Coral Reef Ecosystems in Bali
Project development Goal:
Community practices sustainable ornamental fish industry and establishment of a free cyanide zone in Bali.
Project Objectives:
1. To strengthen the capacity of ornamental fish community in Tejakula, Serangan, and Gilimanuk through skill sharing workshop in development of a sustainable ornamental fish catchment areas and trade.
2.To shift destructive fishing into ecologically responsible fishing by replication of Les community initiative in sustainable fishing practice.
3.To improve coral reefs populations and environment, especially in key sites of community-based ornamental fishing.
4.To develop local natural products and community-based enterprise in three project sites.
5.To conduct policy dialogues at provincial level regarding community-based sustainable livelihoods.
Expected output :
1.Establishment of three ornamental fisher groups at Tembok village, Serangan and Gilimanuk
2.Adoption of ecologically responsible attitude from current cyanide-use to barrier net-use.
3.Inventory list of variation of coral population data (species, varieties, growth rate, potential as source or donors for transplant), monitoring and rehabilitation of coral reef carried out by local fisher groups (in designated spots).
4.Inventory list of coral fish found in 3 project sites and species traded.
5.Development of participatory maps on coastal resources and its utilization at Tembok village, Serangan and Gilimanuk.
6.Revitalized customary law or Awig-Awig that governs fishing regulations.
7.Issuance of Head of Districts?s Regulation to strengthen existing Village Regulations
8.Series of policy dialogue workshops and meetings to reach out wider public on the above regulations (seminars, press release, etc).
Activities to be conducted :
I. Preparation
This phase will include identification and analyses of problems and conflicts as well as stakeholders mapping within proposed sites. YBN will organize the ornamental fishery actors within these areas to encourage initiatives among them. Learning from previous experience, the communities will be introduced to the idea of community own cooperation in partnership with YBN and other interested groups. An integrated mechanism will be developed in order to replicate and improve existing program in Les to the next phase. The purpose of this activity is to familiarize the idea of a more environmentally friendly ornamental fish catching method among local fishers in project sites. The activity also aims to set good rapports and gather supports from concerned communities.
II. Technical interventions in handling and management of fishing ground
The activities include:
1.Training on environmentally sound methods of fishing
2.Harvest methods and packaging
3.Management of fishing ground and sustainable catch
These activities are targeted to ornamental fish association members in Tembok village, Serangan and Gilimanuk. It is expected that the fishers acquire the skills to manage sustainable ornamental fishery enterprise. The activities include a campaign and hands-on workshop on rehabilitation of damaged coral reefs as part of community-based coastal resources conservation. In the longer run, the organizers expect that local groups will advocate for adoption of this conservation method at higher levels.
III. Institutional Development and Policy Dialogue
Activities to be carried out:
1.Organizing fishers in three project sites.
2.Policy dialogues on sustainable ornamental fish industry at district and provincial levels in Bali.
3.Policy advocacy on sustainable ornamental fish industry within regions beyond Bali.
The main aim of these activities is to promote the importance of inclusive policy such as a sustainable resources management policy in Bali beyond mass tourism. The communities wish to see more support from public, government and other interested parties for development of sustainable ornamental fishery in Bali.
IV. Sustainable Financing
In order to strengthen fishers? capacity to develop and guarantee the sustainable of local ornamental fishery, sustainable financing is needed to be prepared. The phases will be implemented through:
1.Revolving fund mechanism to strengthen environmentally sound fishing methods
2.Development of chain of custody in environmental and community based ornamental fish products.
3.Identification and development of community-based enterprise that adopt ecologically responsible fishing methods.

The project is managed by a 6-person team of Bahtera Nusantara led by Ida Ayu Agung Juli Puswati, its Executive Director. The project will ensure women?s participation in both project management and fieldwork. Bahtera Nusantara and the people of each site will jointly own the project. The mutual ownership includes the decision-making process, financing the project and associated risks, data and information generated by the project, and financial benefit from the business activities generated by the project.
