GREEN CONFERENCE & EXPO: Good Environmental Practices for Reconstruction in Tsunami and Earthquake Affected Areas
Project development Goal:
Reconstruction post tsunami applies sustainability, accountability, transparency, equality, participatory and gender principles.
Project Objectives:
To promote and mainstream good environmental practices in tsunami reconstruction effort and to provide opportunity for community for communities and environment voice to be heard.
Expected Output and Impacts:
1.Preparation and organization of conference in Banda Aceh, Calang, Nagan Raya, Meulaboh
2.Green conference and expo as market place for promotion of environmental design applied on the ground are held
3.Involvement of practitioners and community who already applied good practice in reconstruction activity in Aceh
4.Increase awareness among communities about the importance of incorporating environmental principles in reconstruction of Aceh
5.Increase number of reconstruction plan using communities? lessons learned and environmental principles.
The above are expected output and impacts from Forum LSM in line with series of results from conference and expo as agreed by collaborating parties including: Guidelines toward Green Reconstruction for government, organizations working in reconstruction at local, national and international levels; a monitoring program by local organizations and communities on the implementation of environmental principles in reconstruction; the establishment of Green Reconstruction Task Force in the structure of Badan Pelaksana Rekonstruksi dan Rehabilitasi Aceh (Aceh Reconstruction and Rehabilitation Body).
Activities to be conducted:
All activities to be implemented in close coordination with the Acehkita Foundation and GEF-SGP Indonesia secretariat:
A.Pre-conference and Green conference and exhibition in Banda Aceh, 21-23 June 2005
This is an international conference and exhibition that will cover major aspect of reconstruction that will have impacts on the quality of environmental services as well as social and ecological landscape of Aceh as the hardest hit area by the tsunami in 26 December 2004. The conference is a collaboration of the Government of Indonesia Ministry of Environment, the Governor office of Nangroe Aceh Darussalam, UNEP, Greenpeace, WWF Indonesia, GEF-SGP Indonesia and the Ford Foundation. The major event organizer is the Acehkita Foundation and Forum LSM Aceh is the local host of the event and the follow up activities after the conference. The fund from GEF SGP Indonesia will be managed by Forum LSM Aceh as local organizer and motivators to encourage local participation in reconstruction through series of workshops at 3 regencies (kabupaten) affected by tsunami in NAD.
The target audiences are local and national government agencies, local and national parliamentary members, donor agencies, community organizations, local, national and international non- government organizations, local and national professional associations, local private sectors, local and national media.
Topics of plenary and workshop (organized by Acehkita as main organizer):
a. Spatial Planning, Settlement, and Infrastructure
b. Housing and Building Material
c. Coastal and Sustainable Fisheries Management
d. Forestry and Sustainable Agriculture Management
e. Waste Management, Water and Sanitation, and Energy
f. Community Participation, monitoring and local laws
B.One evaluation workshop and three (3) workshops as follow meetings to promote the results of conference in Nagan Raya, Meulaboh and Calang between July to October 2005. These workshops are continuation of civil society efforts to provide opportunities for community?s voice for reconstruction to be heard. Target audience will be local government bodies, donors, contractors for city planning and construction of infrastructures and housings. The events also provide formal landmarks for community-based monitoring and participation in reconstruction.
C.Production of environmental education materials to promote the event in NAD (this costs will be shared with other sources or funding as part of co-financing). Forum LSM Aceh will produce local publication for newspaper, posters and banners.
D.Distribution of materials and documents as results of the conference
Project Participants and/or beneficiaries: 1000 people and about 100 organizations consisting of:
1.Four cities as host of international conference and kabupaten level workshops
2.The office of Governor of Nangroe Aceh Darussalam
3.BAPEDALDA (Provincial Agency for Environmental Protection)
4.Aceh Reconstruction and Rehabilitation Body
5.International donors
6.Architects and Builders and construction companies
7.Local, national and international organizations working on ecological justice, environmental development, poverty reduction, human rights.
8.Communities and survivors.
