Stakeholder Workshops: GEF-SGP Indonesia 10+ Partnership with Communities in Securing Global Environmental Benefits through Local Actions
Project development Goal :
Improved visibility and enhanced national consultation process for GEF-SGP Indonesia strategic directions for Operational Phase III.
Objectives:
To organize stakeholder workshop among GEF-SGP Indonesia partners as part of program implementation to mainstream SGP approach and to build foundation for critical mass and to obtain input and endorsement for strategic program direction for Operational Phase III.
Project Objectives:
1. To build and strengthen the foundation of network among SGP partners and supporting institutions and individuals concerned in sustainable livelihood and community-based resource management related issues.
2. To identify strategic directions for program implementation in Operational Phase III based on lessons learned, threat reduction analysis, environmental policy development and priorities at local and national levels, synergy of agenda among key players in sustainable livelihood issues working in selected geographical sites.
3. To mobilize resources to support community-based initiatives in addressing ecological challenges and eradication of poverty through sustainable resources management.
4. To increase visibility and reach out more constituents by show casing SGP lessons learned and possibility to access fund for NGOs and CBOs.
5. To hold meeting among donors working through small grant mechanism on sustainable livelihoods related issues.
6. To launch SGP Indonesia new website and new initiatives for information networking and management.
7. To document lessons learned from the perspectives of community, NGO partners, and all SGP Indonesia family members.
Activities to be conducted:
1. Meeting Preparation (October ? November 2004)
Konphalindo and GEF-SGP Indonesia will collaborate to prepare Terms of Reference for stakeholder workshop, Criteria of Selection for participants, list of all NSC members since 1992 and National Coordinators, Roster of Experts, and key organizations instrumental in the development of GEF-SGP country program implementation. Konphalindo team will manage the organization of meetings, correspondence with participants and logistics. Two meeting facilitators will be hired by Konphalindo to ensure that the meeting runs seamlessly to achieve the desired output and strategic objectives.
2. Data collection for lessons learned documentation
GEF SGP Indonesia has designed a simple questionnaire to obtain information from communities and NGOs regarding impacts on environment, community and institutional building that might be affected or initiated from SGP supported projects. The questionnaire will serve as base of information how communities conduct self assessment for post projects and on-going projects. The questionnaires will be part of selection criteria for partners to come to the meeting. Information gathered from this exercise will be published as a book as part of SGP knowledge management efforts.
3. Implementation of Stakeholder Workshop and Partners? Fair (7-10 December 2004)
Konphalindo will be responsible as overall meeting facilitator. Events during this workshop include intensive discussion among selected ongoing partners. Facilitators of the meeting will design flow of discussion and methods to obtain information on lessons learned; potential future strategic direction for program implementation; recommendations for thematic and geographical focus. Konphalindo will organize a two day meeting among supported partners of GEF-SGP Indonesia with additional invitation from pertinent resource persons. The meeting aims to consult with GEF-SGP supported partners about future strategic direction of country programme implementation for Operational Phase III; to showcase and exchange lessons learned; to document and update latest information on partner of ongoing supported projects and ex-post projects; to soft launch revised GEF-SGP Indonesia?s web-site and upcoming publication of GEF-SGP Indonesia?s partners story from the fields; to develop early stage of small grants donor institutions gathering and to tap input from partners for networking and building critical mass to strengthen existing community-based resources management network across the country.
4. Post workshop: Reporting on results of consultation and discussion (from day 1 and 2), Book printing and recommendations for strategic directions for country programme implementation (Operational Phase III: 2005-2007)
5. Maintenance of SGP network in collaboration and coordination with GEF-SGP Indonesia secretariat as part of knowledge management and outreaching activities. Konphalindo will help maintain network through its portal (Berita Bumi) that reach out journalist, decision makers, NGOs and CBOs across the country. The web will be enriched with news from SGP partners, among others, and related theme that open opportunities for interactive discussions and collaborations among partners. This activity will include facilitation of June?s Environmental month as part of World Environmental Day (5 June 2005) with linkages and close collaboration with other active SGP partners.
Expected Outputs:
1. Three day meetings consisting of intensive planning meeting with selected SGP partners; re-union of all SGP family members involved since 1992; and a meeting among donor agencies.
2. A day of partners? fair showcasing lessons learned
3. Soft launching collection of stories from the field: Lessons learned from Communities.
4. Workshop proceedings and recommendations from partners for OP III strategic directions (including current trend of policies and national priorities in poverty, sustainable livelihood, biodiversity and climate change issue, from global, national to local)
5. Updated list of SGP supported NGOs and communities
6. Updated list of institutions supporting vision and mission of SGP (donors, experts, government) and Recommendations for coordination of small grants funding mechanism among donors and key players.
7. Maintained network knot through Konphalindo (including 5 June 2005 World Environmental Day).
8. Increased visibility on community actions and community-based resources management.

3. Indigenous Peoples? organization and community representatives (from Java, Bali, Sumatra, Kalimantan and Sulawesi and other small islands).
4. Donor Agencies working on small grants mechanism (especially Jakarta-based but work through out the region on sustainable livelihood and poverty eradication).
