Capacity Building of a GEF SGP National Focal Group and Development of a Country Programme Strategy
This project belongs to a genus of projects in capacity building which the Sub-regional Steering Committee (SRSC) has agreed to approve in order to establish an efficient structure and mechanism for the operations of the GEF SGP in Barbados and the Organisation of Eastern Caribbean States (OECS).
By the end of the project it is expected that a highly effective mechanism will be established in Saint Lucia which will include the establishment of a National Focal Group (NFG) comprising persons from the NGO and CBO sectors who will be in the majority, persons from the private sector, academia, the media, and representatives from Government. A National Focal Person (NFP) will be appointed to serve as secretary to the NFG and technical advisor to CBOs and NGOs. Through this grant the GEF SGP will be promoted in the country, there will be training for the members of the NFG in the GEF SGP modus operandi, training in project proposal preparation for selected NGOs and CBOs and the preparation of a Country Programme Strategy which will form part of a broader Sub-regional Programme Strategy. We expect that the outcomes will include a larger quantum of funds flowing to the country from GEF SGP to create sustainable impacts, the creation of successful partnerships with other donors, and strengthening of the platform for NGO and CBO collaboration and participation in sustainable development programmes in Saint Lucia.
A participatory planning process will be used and this will form the basis for strengthening a culture of transparency and collaboration in environmental project management in the country.
