Forest Inspectorate committment is understood as a very dynamic and positive exercise because of a priori hostile attitude of them to implementing project NGO.At the end of the project, also due to SGP interventions during local visits, the relations totlly has changed into l understanding and spirit of cooperation. It is a typical example of hostile attitude of potential partners before cooperation was discussed and then implemented.In early 1990s - typical situation between the government administration on various leveles (central, regional, local( and NGOs. GEF/SGP using its capacity (and funds!) was playing role of moderator in this process.
Policy Impact
One of the first examples of GEF/SGP interventions concerning potential cooperation and mutual respect between partners implementing jointly project.
