Capacity Building for the Establishment of a GEF SGP National Focal Group and to enhance civil society participation in the sustainable development of Anguilla.

The objectives of this project are to:

(i) establish a National Focal Group and appoint a National Focal Person to facilitate greater on the ground technical advice and faster processing of projects in the five focal areas of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation, and the elimination of persistent organic pollutants;

(ii). increase the capacity of selected civil society organisations in writing funding proposals and preparing projects for GEF approval;

(iii) prepare a three-year Country Programme Strategy which will determine the priority areas for the GEF SGP funding as well as ways and means which will help achieve the defined outcomes of the Third Operational Programme for the GEF SGP;

(iv) promote the GEF SGP as a grant and technical assistance provider to address environmental management, poverty alleviation and capacity building; and

Replication of project activities

Several project activities are replicable because of the documentation trail, e.g. the brochures; the environmental advertisements on radio; and the involvement of a community group in undertaking a survey on environmental priorities for funding.

Planning non gef grant

The grantee has confirmed that the results of the survey will be used to develop projects which can be funded from other grant sources.

Project sustainability

The project was made unsustainable by the decision of the GEF to disqualify the Dependent Territories of the UK from receiving GEF funds without a grace period.

Promoting Public Awareness of Global Environment

The public awareness component of the project will seek to create awareness among the general public about the GEF SGP, the five GEF Focal Areas and environmental issues specific to Anguilla.

Capacity - Building Component

This project will establish a National Focal Group and serve as the basis for appointing a National Focal Person. It has a significant training component for members of the NFG and the NFP.

Notable Community Participation

This project will need more public consultation and participation than was evident in the planning stage. Documenting of the approach and process is a condition of the grant.

Project Results

The project results were as follows:

Outputs:
(i) 2 workshops completed with 7 people trained in GEF methodologies;

(ii) 50 brochures designed, printed and circulated to inform the public about the GEF SGP;

(iii) 10 posters designed, printed and circulated which informs the public about the GEF SGP;

(iv) 2 public announcements to inform the public about the GEF SGP;

(v) One national survey completed which identified the priority environmental problems of Anguilla; and

(vi) One report on the conclusions from the national survey prepared and circulated.

Outcomes:
(i) Capacity of the Antigua National Trust (ANT) increased in the GEF methodologies;

(ii) Public Awareness of the GEF SGP increased;

(iii) Environmental priorities identified for action.

The grantee identified three lessons learned as follows:

(i) There is a need for frequent communications between NGOs and Government Ministries to avoid duplication of effort and to enhance collaboration;

(ii) Flexibility is critical in a changing project environment when changes must be made to ensure project success;

(iii) Real capacity building occurs when knowledge and skills are transferred among individuals, agencies and projects.
