All planned activities were completed not in 6 months, but in 4 years! MOA was signed in November 1994, in January-February 1995 first signals, that project cannot be implemented due to very various reasons what can be summarised - local conventional lobby stopped it.
PKE Brzozow with assistance of PKE Cracow, HQ, start to look for another location to fullfill the planned content of the project and to promote wood waste as energy resource for heating purposes.Project moved to Lesko, to forest schools; after a couple of months Forest School showed feasiibility study done by consulting company from Gdynia, the North of Poland, proving that the only economic value has utilisation of imported gas from the on that time constructed network .Here biomass lost the game to gas (before to coal).Finally leadeship in looking for new location was taken by PKE Brzozow and NC GEF/SGP and project returned to Brzozow, to nearby Stara Wies village, where hostel for mentally handicaped people run by the local government was under reconstruction. Growing prices of gas and oil (it was the beginning of 1997) caused more economic thinking and finally boiler for biomas was located over there.Gas boiler stayed as a back-up.Local government managed for 2 first years in kind contribution from local saw-mills.Later some saw-mills were providing wood waste free of charge some were selling. Before final completion gas boiler was used during reconstruction works. During 2 months bills for gas proved to be equivalent of 2 years commecial supply of wood waste!.
It describes a real barriers (conventional lobby) in introduction of renewable energy in Poland in 1990s.
All lessons learned were used during PDFA phase of MSP GEF and later in final project formulation.
