Enhancing awareness and local capacity in mitigating and adapting to climate change impacts, contributing to the implementation of UNFCC and Kyoto Protocol
Climate change or global warming is one of the global environmental issues facing the world community. The main causes of climate change is the release of greenhouse gases, such as CO2 and CH4, into the environment as a result of human activities in fossil fuel energy use, industrial processes, forestry and land use, agricultural and waste. CC causes many negative impacts on the socio-economic development and human life, especially in the area of water resources, food security, agricultural and forestry development, and human health.

The United Nations Framework on Climate Change (UNFCCC) was developed and ratified by many countries. Viet Nam ratified the UNFCCC in November 1994 and signed the Kyoto Protocol in 1998. In order to implement these international agreements, Viet Nam has implemented a number of climate change projects and developed of the Initial Report on CC in 2003. However, in the context of fast economic development of the country, there is a real need for further work in the CC area, especially in the task of enhancing awareness and understanding of decision-makers and the general public, and capacity building for adapting to the negative impact of CC.
The project Enhancing awareness and local capacity in mitigating and adapting to the impact of climate change, contributing to the implementation of the UNFCCC and Kyoto Protocol in Viet Nam has the key following activities.
- Enhancing awareness, understanding and knowledge on CC, and building local capacity in mitigating and adapting to negative impacts of CC
- Developing and disseminating technical guidelines on CC for the study, development and implementation of CC projects, and awareness-raising activities on CC
- Recommending the integration of CC adaptation aspects in the provincial plan for socio-economic development. Assisting the project participating provinces to design CC adaptation projects
- Distill lessons learned and recommending GEF/SGP strategic focus in terms of thematic and geographical areas for the implementation of the community-based adaptation project of which Viet Nam is a project participating country.

Capacity - Building Component
? 2 talk shows about climate change with managers, professionals, policymakers: 70 participants. ? 1 contest of knowledge and propagation skills for community. ? 4 training classes for core staff at the localty; professional staff in climate change - related field of local departments: 70 people. Local government and responsible departments : 55 people. ? 6 workshops to take reference from local community?s opinion with 180 participants. ? 6 workshops for document feedback with 120 participants. 3 workshops to consult local community about the action plan, the solutions and actions to adapt to climate change in Ninh Thuan. ? 1 conference to share experience during the project implementation, 1 field trip to the semi-arid regions and models of climate change adaptation with 25 participants ? 1 conference to review the project implementation between the three participating provinces.
