Building Capacity of Community on Energy Management for Environment
Target Population/Location of project:
78 families in Baan Tha Wang Kaen, Tambol Si Songrak, Muang District, and 540 families in Tambol Huay Sisiad, Phu Luang District, Loei Province. Nearly all project members earn a living through agriculture, and depend on the provisions of the Mekhong River. The project aims to increase local communities? comfort with renewable energy, thus reducing local green house gas emissions.

Objectives:
1. Increase familiarity with community-scale renewable energy technology
2. Build project members? capacity for holistic energy management
3. Develop and conduct an ?energy management for the environment? learning module

Planned activities:
1. Conduct resource and energy inventories, and formulate conservation action plans
2. Construct and begin using renewable energy applications (i.e., energy?efficient stoves, biogas, bio-diesel, and solar energy)
3. Hold meetings and seminars to share experiences, especially re: energy consumption?s effect on socioeconomic development and the environment
4. Launch energy conservation campaigns
5. Establish groups responsible for monitoring community energy consumption
6. Select several villages to serve as demonstration centers
7. Producing learning media and other communication materials for community members and wider public

Anticipated outputs:
1. Four implementation groups formed, with joint action plans for immediate and long?term energy conservation
2. 30% savings in conventional energy use
3. 80% community participation in project activities; 50% involvement in launching campaigns
4. Community members able to record and analyze household energy use
5. 100 sets of communication media produced; demonstration centers regularly visited
