Underground Biodiversity Conservation Alternatives in Rosia-Remetea area of Padurea Craiului Mountains

The project ?Underground biodiversity conservation alternatives in Rosia-Remetea area of Padurea Craiului Mountains? aims at favourizing a positive impact upon globally protected underground biodiversity in the area of Rosia and Remetea communes (located in Bihor county), by building the capacity of local communities to make sustainable use of their natural resources.
The objectives of the project are to put into practice the 8 principles of an eco-tourist destination promoted by the Association for Ecotourism in Romania, in Rosia-Remetea area and to develop at least 3 instruments for underground biodiversity conservation (education, policies and management) in Rosia-Remetea area, by the local communities.
The project will cover 16 months, in which the Center and its partners will work together with the local communities to raise awareness of locals regarding the natural capital of the area and implement a series of effective measures for biodiversity conservation, with their participation.
The project is integrated in the ?Biodiversity conservation? thematic field of the GEF-SGP strategy and will cover Operational Programs 1,3 and 13.

Policy Influence

- One local Policy was documented in the field of BD through the development of Management Plan for Meziad Cave - Three Decisions of the Local Councils from Rosia, Remetea and Cabesti were issued regarding the selective waste collection

Inovative Financial Mechanisms

By developing ecotourism programs and services in the area, the project will ensure both the sustainable use of the local natural capital and an improvement in local life standards and quality. Ecotourism development in the two communes will be based on the responsible valorization of local natural and cultural resources (caves, forest karst, gorges, wildlife, crafts and traditions etc.) and will require a minimum material investment from the locals. This project will provide the locals with the necessary support to develop the area as a new ecotourism destination in Bihor county.

Policy Impact

The project will stimulate and support the initiation of local environmental policies, so as to ensure biodiversity conservation in the area. These policies will include: revising the Land Plans of both communes from an environmental perspective and creating a waste management policy in both communes. Also, both local administrations will be involved in the process of declaring the area of Padurea Craiului Mountains (that they are part of) a natural park.

Capacity - Building Component

The project will work on capacity-building for two rural communities by training local people in biodiversity conservation, environmental education and ecotourism, by providing them with best practices in the field and by involving them in continuous environmental work and decision-making. At least 4 people working in the local administration and 8 locals will participate in these working groups, whereas at least 20 locals will be trained in these fields. 20 locals will take part in a study visit, about 20 more in a local seminar on ecotourism and about 10 in specific activites on biodiversity monitoring.

Project sustainability

The registration process of the new CBO established will continue. The Management Plan of Meziad Cave will continue to be implemented by the local authorities The waste collection facilities operation and maintenance was assumed by the three local authorities The trained/certified persons will provide the services they were trained for, increasing of the local population income.

Notable Community Participation

This project will ensure community participation by involving local representatives in decision-making processes and specific working groups that will work on local environmental issues, but also by involving them in biodiversity monitoring - where they will accompany specialists ? and environmental education activities. There will be one working group on protected areas and one on ecotourism in each community.

Project Results

- 3 Training sessions delivered: on biodiversity conservation (18 teachers+ 20 locals), on protected areas (9 custodians certified) and tourism guides (8 guides accredited)
- One study tour and exchange of experience on tourism services, organised for 18 participants
- 12 biodiversity monitoring visits organised and two specific studies documented
- A Management Plan for Meziad Cave, developed
- Visiting infrastructure for Meziad Cave, built (4 bridges)
- 3 eco-turism products developed and promoted.
- 3 waste collection points arranged an 6 selective collection facilities installed.
- Two Tourism Information Centers established and 3300 promotion materials printed
- Four local policies documented (1 for biodiversity conservation and three for waste management)
