Community Innovation to Support Sustainable Management of the community forest While Maintaining the Healthy Flow of Ecosystem Services

The broader project objectives are as follows:
To increase Communication and Knowledge Management for Sustainable Natural Resource of the Gola Forest Ecosystem of local citizens about Climate Change and its effects on human existence. Support to Livelihood Initiatives for Forest Edge Communities, Community Saving and Loan Scheme for Forest Edge Communities and the restoration of degraded patches of Gola Forest leakage belt through Tree planting i.e. Moringa, Cocoa and Coffee in four sections in Malema Chiefdom to help increase local income generation process. This project will use community feedback information as key outcomes for engagement and designing and implementation of local afforestation initiatives for sustainable forest development.
The project intends to use 90% of Global Environmental Facility (GEF) and Small Grants Programme (SGP) funds to help inform target beneficiaries in local communities about the effects of climate change on human existence and the natural resources. This will help residents become aware of and adopt local and scientific strategies of afforestation initiatives for sustainable the natural forest to enhance long term agricultural production upon which a huge number of citizens depend. The project will considerably contribute to the Global Environment Facility (GEF) and Small Grant Programme (SGP) Country Programme Strategy which focuses on agro-biodiversity conservation and climate smart agro-ecology. The project will also help promote local knowledge on climate change and adaptive agricultural techniques and practices that will further promote local methods of improving soil fertility. The project will further integrate local pest management and encourage improved soil and water conservation methods. The project will support livelihood initiatives like provision of groundnut seeds and semi-intensive livestock management for forest edge communities, Community Savings and Loan Scheme as income generating options and Restoration of degraded patches of Gola Forest leakage belt through tree planting i.e. Moringa, Cocoa and Coffee that promote adaptive management of Gola Rainforest

Project Characteristics and Results

Emphasis on Sustainable Livelihoods

Agricultural activities are the dominant activities ongoing in the target Chiefdom. 80-90% of residents in the target Chiefdom are mostly farmers living in small family units in poverty ridden communities with limited or no opportunities for education and economic development. To enhance the development of economic or alternative livelihood activities in target communities, the project will provide support to self-organizing initiatives to undertake small scale finance and business management and semi livestock development and management as alternative livelihood project/s in the four sections in Malema Chiefdoms to enhance diversified income generating options

Capacity - Building Component

As stated earlier, LEAD-S.L as a local/national Non-Governmental organization working with women and Youths in communities mostly raising awareness on rights promotion and protection in communities. It has huge strength mobilizing communities to take action on issues bordering their live and hindering the enjoyment of rights generally in target program and project communities in Sierra Leone. LEAD-S.L also has strength in setting up community structures to enhance the protection needs of its program beneficiaries. The organization has strength in mobilizing local CSOs to support its advocacy initiatives at community to achieve greater project and program impact. However, despite it strengths LEAD-S.L is weak in undertaking policy advocacy issues referenced to the numerous implications this has in connection to National Laws and policies including time consuming aspects of this kind of advocacy initiatives

Inovative Financial Mechanisms

Learning and sharing are essential aspects/components of all development projects. The applicant organization will identify and record key learning points before, during and after the project activity implementation periods. The following will be key knowledge management and methods of sharing with partners, beneficiaries and the wider community. Research will be one key strategy that LEAD-S.L will use to acquire knowledge on Climate change and adaptive strategies including forest and land management and use including other topical issues in the project. LEAD-S.L will use Public Dialogue Forums (PDF) as a method to share the knowledge gained from its research initiatives with project beneficiaries. Documentation of case studies and best practices at national and local level will be facilitated in a well-coordinated manner so that LEAD-S.L and partners are positioned to learn from the successes and challenges evident in the project implementation. Best case studies will be included in the project Newsletters and shared with partners and beneficiaries. Publishing of case studies and best practices in both print and electronic media will be used as method of sharing learning points emanating from the project implementation and this will be facilitated by the donor and LEAD-S.L technical staff. Meetings and trainings will be organized and coordinated to enable LEAD-S.L and partners review projects activities against the challenges that will be encountered.

Significant Participation of Indigenous Peoples

The applicant organization has very good idea of the people and topography of the project target Chiefdom and District. Residents tribes in the Chiefdom are mostly Via, Kissy, Mende, and Gola. Project field staffs have increased idea of the tradition, culture and customs of the local resident tribes and are fluent in speaking three of the four resident languages. This is a huge opportunity for the project activities to reach the lowest indigene in the target sections, village and Chiefdom. The project education and awareness raising activities are expected to involve target section and Chiefdom residents and provide for the use of local languages. Documentary videos captured in English language will be translated in local dialects by field staff to enhance.

Promoting Public Awareness of Global Environment

The applicant organization will ensure that the education and public awareness raising activities are carried out in basic local languages frequently used in the Chiefdom as a strategy for communication. The project will also use information, education and communication (IEC) materials as a strategy for communicating education and awareness raising activities. IEC materials over the years have proved very effective in engaging, educating and raising the awareness level of illiterate citizens. This strategy will to a large extent help to remind target beneficiaries of key learning points and best practices long after the project life span

Policy Impact

The project is not designed to produce any policy impact referenced to the planned activities to be implemented with the 12 months period. However, it is envisaged that communities might agree to develop and adopt bylaws in the bid to take certain actions that will support sustainability of key project activities at local level. Policy issues in Sierra Leone are really not matters of fancy but reality. Therefore, the project will focus on the establishment of community bylaws were necessary/applicable to the achievement of project goals and objective/s.

Gender Focus

Women and Persons with Disabilities (PWDs) will be considered and highly involved in the project activities reference to increased need of mainstreaming Gender and Disability issues in the national, regional and International development agendas, Laws and policies of Sierra Leone. This shall be a central theme in the project and will be highlighted at all phases of the project implementation. This will be a major criterion for participation in the project activities and to ensure fair, equitable and lasting access to resources provided through this intervention

Notable Community Participation

Youth will serve as the main driving vehicle for the implementation of this project. It is also very important to note that most development projects are community centered. This project referenced to its soft and hard ware aspects or components will be implemented directly by beneficiaries? resident in target 10 villages in Malema Chiefdom. Beneficiaries in target Chiefdom and communities actively participate in agricultural productivity. Most of the target beneficiaries of the project are youths involved in agriculture. They will be involved in project activity/s planning and implementation. This is because; youths are the backbone of agricultural activities and have ideas or knowledge on local climate change adaptive strategies necessary for the success of the project. They will be highly involved in the ?Community Forest Monitoring, land use and Management Committees? in their respective villages/sections and almost all project activities slated to for the one year
