A Renewable Energy Promotion - Achieving a Low-carbon rural society through Solarfi charging Kiosk and Micro Enterprise development in Malema, and Luawa Chiefdoms Kailahun

The project aims to connect the underserved and unconnected populations in remote rural area through solar-powered phone charging stations to ensure low carbon society and livelihood support to vulnerable group(s) especially rural women and youths. Kiosk with solar panel addresses the UN Sustainable Development Goal 7 (Goal 7 of the SDGs aims to correct this enormous imbalance by ensuring everyone has access to affordable, reliable, and modern energy services by the year 2030)). It also contributes to government new direction agenda and Paris agreement on climate change. The good effect of such intervention is social equity, economic, and clean environmental. This project is designed to be implemented as a pilot to build twenty (10) Kiosk with solars in communities in Gaura Chiefdom, Kenema and Luawa chiefdoms Kailahun district. This project will contribute to save environmental pollution due to corbon emission from generators that use fuel for lighting. The project reduces burning diesel 43,800 liters per year. These 10 stations can reduce 101.24 tons or 13542.42 m3 volume per year drastically. (Formula from www.icbe.com/carbondatabase/volumeconverter.asp). Compared to existing practice 24 HP diesel generator consumed diesel at least 12 liter/day x 365 days x 10 changing station = 43,800 liters/year = CO2 101.24 tons or 13542.42 m3 volume. If they did not use solar they produce this much CO2. But if they use solar they reduce CO2 17.69 tons per year or 10017.683 m3 CO2 volume per year. The kiosk can charge mobile phones, provide virtual top-up service to buy mobile airtime and support, and in-turn provides livelihood support to rural women and youths. Kiosks can charge up to 40-50 phones and provide lights closer to public places for pupils to study at night, also the kiosks can be utilized for studies, extra lessons, and learn about important matters such as health i.e. washing hands, HIV prevention messages and climate change mitigation messages to people. In addition, the kiosk will provide education on climate change. The goal of this project is to ensure that 10 Kiosks with solars are equipped and functional in Gaura Chiefdom, Kenema and Luawa chiefdom Kailahun district in other to ensure low carbon society. The project will all provide livelihood support to vulnerable groups managing the kiosk in the community. The project will benefit 380 women 200 men through capacity building on livelihood and enterprise on business skills, climate change mitigation, health message and provide low cost phone changing for over 6000 (3000 Male 3000 Female) families in community within 12 month period.

Project Characteristics and Results

Significant Participation of Indigenous Peoples

Community people will fully involve from the project inception to implementation, during the proposal stage community stakeholders were engaged and they made meaningful such Skilled unskilled labor, project committee was set up to monitor the project and provide land for the construction of permanent kiosk. The project committee will be responsible to give project updates to village development committee and chiefdom development committee

Gender Focus

In mainstreaming gender VOLUNTEERS FOR COMMUNITY DEVELOPMENT ORGANIIZATION and communities will focus on the selection of more women as beneficiaries. For each group formed, the composition will be 15 women and 10 men. In the selection of FBO and youth clubs focus will be placed on girls 15 and boys 5. The beneficiaries will include widows, female headed households, female survivors of EBOLA, HIV/AIDs persons, vulnerable women. Special preference will be given to women with disabilities. The Organization will promote the capacity of the most vulnerable groups especially women to take a lead in deciding what, who, where, how and when to implement project activities. We will raise awareness of male and female on gender transformative programme and approaches. Women are seriously affected by poor waste management. The project shall engage men to lend support to their wives and other female counterparts in the mitigation of climate change and building of Kiosk with solar in the community.

Inovative Financial Mechanisms

The community volunteers will be entitled to capacity building training. The knowledge gained will be shared through exchange visits and these people will stay in the various communities when the project ends. Other community members and decision makers will be supported with tools to help them identify issues and develop actions to address them. The lessons learnt can greatly improve their livelihood. By learning these lessons and sharing them, the knowledge will remain in the community and multiplier effect will be enhanced. On the project level, major lessons learned will be transferred to the individuals, existing organizations and organizations formed in the communities during implementation. The project will invest incapacity building training, public education campaigns and research to collect, analyze and disseminate results to inform the donor.

Capacity - Building Component

The organization has the capacity to manage and implementation of the project coupled the experienced staff. However the we need additional capacity building in the following are Proposal Development ,monitoring and evaluation and financial management to strength what we already have as an organization. All ready we have developed plan to hired consultant to organized training in the areas identifies.

Emphasis on Sustainable Livelihoods

The project will also address livelihood capacity for vulnerable groups in the community through capacity building in micro enterprise and financial management to effectively running the Kiosk with solar changing stations the project will also improve 200 community members (women and youth) with improved livelihood techniques and contributes to the household income.

Policy Impact

The projects will complement the policy on renewable energy to encourage community people improve the use of renewable energy in the community to support low carbon omission in the community and the policy will support climate change adaptive and ensure successfully implementation of bye laws legislate.

Promoting Public Awareness of Global Environment

The successes of this intervention will firstly be complied into Success Stories with visual aids and disseminated to the communities, EPA and District Councils. The lessons learnt will be shared and additional training, workshops and web-based learning organized for dissemination mechanisms to reach a wider audience. Live testimonies from beneficiaries will be broadcasted on the media i.e. TV, radio and the web to facilitate public understanding of the project. Exchange visits will be organized and scale up plan develop into project proposals for the next call by GEF SGP

Notable Community Participation

VOLUNTEERS FOR COMMUNITY DEVELOPMENT ORGANIIZATION engaged the communities in the identification of their needs to for better understanding and prioritization of the community needs. The project engaged different people who are directly affected by listening, interviewing, organizing focus group discussion and community mapping. This has helped the organization to identify the strength of the community which will be an asset during the implementation of the project and the use of available community resources. In the selection of the beneficiaries VOLUNTEERS FOR COMMUNITY DEVELOPMENT ORGANIIZATION will engage the communities to fully participate in the process of wealth ranking.
